Many coastal areas and human activities are subject to increasing risks from natural and man-induced hazards such as flooding resulting from major changes in hydrology of river systems that has reached a global scale. Changes in the hydrological cycle coupled with changes in land and water management alter fluxes of materials transmitted from river catchments to the coastal zone, which have a major effect on coastal ecosystems. The increasing complexity of underlying processes and forcing functions that drive changes on coastal systems are witnessed at a multiplicity of temporal and spatial scales.

Managing Critical Infrastructure Risks

At the beginning of each year, there is a deluge of top-10 lists on just about every subject you can imagine. A top-10 list of biggest news stories, best-selling books, most popular music and movies, richest companies, and best places to visit or live. It seems everyone has his or her own top-10 list, reflecting, perhaps, differences in regional, national, and cultural values. Companies and governments most often tend to focus their top-10 lists on economic priorities, or priorities related to national defense, security, public health, and new infrastructure. This year, 2007, was no exception. Yet, increasingly, we see governments, private organizations, and companies advocating a new type of prioritization. This framework needs to reach beyond the realms of economics, world trade, and corporate management to include the environment, stakeholders, public preferences, and social goals. Moreover, corporations and individuals are not only interested in generic 10-best lists; they want lists tailored to their values, goals, and current economic and social state. For example, the U. Management of Transboundary Rivers and Lakes

As it circulates in the atmosphere, in the rivers, lakes, soil, rock, and in the oceans, it is the major conveyer of va- ous chemical substances and of energy, and it can also be called as the blood of the ecosystems of this planet. But at the same time water is interwoven in the va- ous functions of the nature and the human society in countless ways which makes water one of the most complicated challenges of the mankind today.Human beings are exploiting and enjoying, but at the same time polluting and deteriorating, the waters in various ways and water is equally important to the - man socio-economic system as it is to the nature. It may sound a bit anecdotal to say that water obeys no borders, but that is true; the hydrologic cycle with its r- ers, river basins, lakes, aquifers, rainfalls, oceans, etc., cross administrational b- ders without any passport control. River and lake basins are in most cases very different from the administrational borders that the human beings have set up.

Management of Intentional and Accidental Water Pollution

The goals of the workshop included a discussion of the state of the science in identification of new research and approaches for water pollution events and communication of the management of water pollution and sustainability of water resources. Critical to management of accidental and intentional pollution events is the assessment of the risk, an understanding of the hazards and lessons learned from events which may lead to preventative management and control strategies. Public health protection will ultimately be improved by the ability to develop management frameworks which are flexible and adaptable to the specific region, country or watershed problems and concerns and allow for prioritization in the decision making. The integration of scientific information regarding the types of hazards the environmental fate of the chemical/biological, exposure pathways and human and ecosystem impacts may be implemented from both a qualitative or descriptive approach or using a more classical quantitative risk assessment paradigm. Thus the frameworks for assessing the risk and managing the risk may be seen as preventive, early warning and responsive.

Making Fisheries Management Work : Implementation of Policies for Sustainable Fishing

This book seeks to widen the perspective taken on implementation in fisheries management. The cases presented in this volume addresses legal, administrative, and political challenges regarding implementation of resource conservation policies. The book addresses problems relating to goal achievement, but also causes of deliberate change of political goals during implementation. Fisheries management systems are embedded in inert social structures and natural conditions that vary among different states. Consequently, the book takes a historical and comparative approach, describing the historical developments of national implementation systems and the conditions that shaped their development. It thus seeks to explain why national fisheries management systems have evolved differently, focusing on Norwegian, Faeroese, and EU/Danish management systems. The descriptive and explanatory outlines are accompanied by qualitative assessments of the systems effectiveness as tools for collective action.

Light Scattering Reviews 3 : Light Scattering and Reflection

Ddevoted to modern knowledge and milestones in both experimental and theoretical techniques related to light scattering and radiative transport problems. It will consist of 3 parts comprising 11 contributions written by world leading experts in their respective fields. The general focus of the book will be on remote sensing of geophysical media. The first part will be devoted exclusively to studies of single light scattering by particles of different shapes and chemical compositions. The first chapter will review in situ measurements of cloud optical characteristics like cloud extinction and phase function, with the emphasis on ice clouds. Chapter 2 will cover opitcally soft particles common in marine environments and bio-suspensions while Chapter 3 will describe numerical techniques applicable not only to isotropic but also to chiral and anisotropic mdia. The final chapter in this part will deal with spatial symmetries in light scattering problems.

Light Absorption in Sea Water

Takes a fresh, holistic approach to the problems of light absorption and absorbers in seawaters, discussing the fundamentals of light absorption at various depths in seawaters of different trophicity by absorbers of diverse origin. The authors have drawn their information from a substantial body of contemporary research results published in the subject literature (over 700 references) as well as their own work during the last 30 years. No other book presently available examines the issues of light absorption and absorbers in seawaters in such a manner. The physical and chemical properties, as well as the optical constants, of organic and inorganic suspended particulate matter (SPM), are discussed in the context of their relationship to the light absorption properties of SPM. Special emphasis is placed on the role of the phytoplankton and the pigments it contains which are particularly strong and important absorbers of visible light in the sea.

Life in the Universe : Expectations and Constraints

Energy, chemistry, solvents, and habitats -- the basic elements of living systems - define the opportunities and limitations for life on other worlds. This class-tested text examines each of these parameters in crucial depth and makes the argument that life forms we would recognize may be more common in our solar system than many assume. It also considers, however, exotic forms of life that would not have to rely on carbon as basic chemical element, solar energy as a main energy source, or water as primary solvent.
