Information networking advances in data communications and wireless networks ; International Conference, ICOIN 2006, Sendai, Japan, January 16-19, 2006, Revised Selected Papers
This volume, LNCS 3961, contains the papers selected from those presented at the International Conference on Information Networking 2006 (ICOIN 2006), held in Sendai, Japan. ICOIN 2006 constituted the 20th Anniversary of ICOIN. This year's conference program mainly focused on the field of ubiquitous and overlay networks, and on technology for ad hoc and sensor networks, mobile networks, transport networks, QoS and resource management, network security, peer-to-peer and overlay networks, resource management, and their applications. In response to the call for papers, 468 papers were submitted by authors from 23 different countries from Europe, the Middle East, and the Americas. Each paper was evaluated by two or three internationally known experts to assure the excellence of the papers presented at ICOIN 2006. To keep within the conference topics, some excellent papers had to be rejected to our regret. After extensive reviews, 141 papers were chosen for presentation in 25 technical sessions. Furthermore, another review of these papers was performed during presentation, and finally 98 papers were selected for printing in LNCS 3961. We expect this will add to the excellence of ICOIN 2006. The papers in LNCS 3961 are categorized into 8 sections: Mobile and Ubiquitous Networking, Ad Hoc and Sensor Networks, Advanced Networking, QoS and Resource Management, Network and Transport Protocols, Network Security, Applications and Services, and Peer-to-Peer and Overlay Networks, ranging from information networking to applications in next generation networks.
Information infrastructures within European health care : Working with the installed base
This book consolidates experiences from across Europe on the design, development, implementation and evolution of inter-organisational information infrastructures for healthcare. It provides insights with practical relevance for those involved or interested in the planning and implementation of such infrastructures and includes 11 empirical cases on the introduction of core infrastructural arrangements in different national settings: six cases investigate the use of e-prescriptions and five the public platforms for patient-oriented eHealth services. Both are linked to different types of aims.

This volume discusses the prospects and evolution of informatics (or computer science), which has become the operating system of our world, and is today seen as the science of the information society. Its artifacts change the world and its methods have an impact on how we think about and perceive the world. Classical computer science is built on the notion of an “abstract” machine, which can be instantiated by software to any concrete problem-solving machine, changing its behavior in response to external and internal states, allowing for self-reflective and “intelligent” behavior. However, current phenomena such as the Web, cyber physical systems or the Internet of Things show us that we might already have gone beyond this idea, exemplifying a metamorphosis from a stand-alone calculator to the global operating system of our society.
Influences of the IEA Civic and Citizenship Education Studies : Practice, Policy, and Research Across Countries and Regions
This book identifies the multiple ways that IEA’s studies of civic and citizenship education have contributed to national and international educational discourse, research, policymaking, and practice. The IEA International Civic and Citizenship Education Study (ICCS), first conducted in 2009, was followed by a second cycle in 2016. The project was linked to the earlier IEA Civic Education Study (CIVED 1999, 2000). IEA’s ICCS remains the only large-scale international study dedicated to formal and informal civic and citizenship education in school. It continues to make substantial contributions to understanding the nature of the acquired civic knowledge, attitudes, and participatory skills. It also discusses in-depth how a wide range of countries prepare their young people for citizenship in changing political, social, and economic circumstances. The next cycle of ICCS is planned for 2022.
Inflation and Unemployment in a Monetary Union
This book studies the coexistence of inflation and unemployment in a monetary union. The focus is on how to reduce the associated loss. The primary target of the European central bank is low inflation in Europe. The primary target of the German government is low unemployment in Germany. And the primary target of the French government is low unemployment in France. The European central bank has a quadratic loss function. The same applies to the German government and the French government. The key questions are: To what extent can the sequential process of monetary and fiscal decisions reduce the loss caused by inflation and unemployment? Is monetary and fiscal cooperation superior to the sequential process of monetary and fiscal decisions?

The project is a design for a metal facility, which is a biscuit factory within the city of Damascus. The building consists of two floors, the first floor is offices and the second floor is for storage. The study was conducted according to the European code and the Syrian Arab code.

Improving Inclusive Education through Universal Design for Learning
Provides an analysis of how the educational strategy of Universal Design for Learning can stimulate the process of inclusive education in different educational-cultural contexts and different areas of the educational system. The findings of the research deepen the conception of inclusive education and present an analysis of factors that are significant for developing the educational system as well as providing evidence-based recommendations for educational practice. The research for this work was done in four European countries with various historical-cultural contexts: Lithuania and Poland underwent a transformation of the educational systems at the turning point in their political system, shifting from a strictly centralized Soviet policy to a liberal and democratic education system; Austria has experienced changes in social stratification and a need for cultural harmonisation arising from active national migration processes, whereas Finland has been gradually developing a socio-democratic model of national welfare.

Implementing Strategic Environmental Assessment
More countries are now using Strategic Environmental Assessment (SEA) than ever before. This timely and comprehensive Handbook describes the implementation of SEA in 18 countries around the world, as well as a critical analysis of different SEA methodologies. The Handbook starts by introducing key SEA principles and the legal requirements of the new European SEA Directive (which became law in 2004). It then describes the implementation of SEA in 11 European Union countries, as well as the USA, Canada and New Zealand. This is contrasted with SEA requirements of four developing countries. The Handbook explores public participation issues and the wide-range of SEA methodologies used in terms of resources (soils, water and biodiversity) and sectors of activity (transport, agriculture, waste management and industry). The Handbook concludes with a discussion on best practice, capacity building and the future of SEA.
Impact Tectonics
This volume is the 8th in a series of impact books resulting from the activities of the scientific program "Response of the Earth System to Impact Processes" (IMPACT), by the European Science Foundation. The book resulted from an international meeting at Mora, Sweden, which was held as part of the IMPACT program. The papers cover various structural geologic, geochemical, and geophysical topics on research of asteroid impact structures on Earth and Mars.
Impact of Pollution on Animal Products
The present workshop contributed highly to the exchange between scientists giving the opportunity for researchers from Central Asia to access to new scientific approaches and methodologies, and for European scientists to assess the extent of the environmental problems in this part of the world. No doubt that these exchanges were the main success of the workshop marked by very stimulating discussions. Such meeting was also the opportunity to put on the first stone of a scientific network focused on the subject of the workshop. The importance of pollution in Central Asia in general and in Kazakhstan in p- ticular is a well-known feature and several references are available on the source and localization of pollution problems in those countries. The references are also abundant on the impact of the environmental failures on human health.
Immigration Policy and the Labor Market : The German Experience and Lessons for Europe
German and European immigration policies have only recently begun to cope with the inevitable: growing labor demand in the face of high unemployment and a shrinking labor force due to demographic change. Despite the implementation of Germany's first immigration act and several European initiatives towards legal harmonization at the EU level, an actively controlling immigration policy, which would be needed to master the challenges ahead, is not yet in sight. Against this background, the book draws conclusions from the German history of immigration policy. It analyzes the country's future demand for immigration and develops an economic model for the effective selection and integration of labor migrants that could provide the foundation for a joint European immigration strategy.

ICIARisorganizedannually,andalternatesbetweenEuropeandNorthAmerica. ICIAR 2004 was held in Porto, Portugal and ICIAR 2005 in Toronto, Canada. The idea of o?ering these conferences came as a result of discussion between researchers in Portugal and Canada to encourage collaboration and exchange, mainlybetweenthesetwocountries,butalsowiththeopenparticipationofother countries, addressing recent advances in theory, methodology and applications. The response to the call for papers for ICIAR 2006 was higher than the two previous editions. From 389 full papers submitted, 163 were ?nally accepted (71 oral presentations, and 92 posters). The review process was carried out by the Program Committee members and other reviewers; all are experts in various image analysis and recognition areas. Each paper was reviewed by at least two reviewers, and also checked by the conference Co-chairs. The high quality of the papers in these proceedings is attributed ?rst to the authors, and second to the quality of the reviews provided by the experts.
