Advances in Machine Learning and Cybernetics ; 4th International Conference, ICMLC 2005, Guangzhou, China, August 18-21, 2005, Revised Selected Papers

Machine learning and cybernetics play an important role in many modern electronic, computer and communications systems. Automated processing of information by these systems requires intelligent analysis of various types of data and optimal decision making. In recent years, we have witnessed a rapid expansion of research and development activities in machine learning and cybernetics. To provide opportunities for researchers in these areas to share their ideas and foster collaborations, the International Conference on Machines and Cybernetics (ICMLC) has been held annually since 2002. The conference series has achieved a great success in attracting a large number of paper submissions and participants and enabling fruitful exchanges among academic and industrial researchers and postgraduate students. In 2005, the conference (ICMLC 2005) received 2461 full paper submissions and the Program Committee selected 1050 of them for presentation. It is especially encouraging that the conference is attracting more and more international attention.

The Fourth International Workshop on Learning Classifier Systems (IWLCS2001) was held July 7-8, 2001, in San Francisco, California, during the Geneticand Evolutionary Computation Conference (GECCO 2001). We have includedin this volume revised and extended versions of eleven of the papers presentedat the workshop.The volume is organized into two main parts. The first is dedicated to importanttheoretical issues of learning classifier systems research including the influenceof exploration strategy, a model of self-adaptive classifier systems, and the useof classifier systems for social simulation. In accordance with the stated IDA goal of "bringing together researchers from diverse disciplines," we believe we have achieved an excellent balance of presentationsfromthemoretheoretical-both statistical and machine learning- to the more application-oriented areas that illustrate how these techniques can beusedinpractice. Forexample, the proceeding sinclude papers withth eoretical contributions dealing with statistical approaches to sequence alignment as well as papers addressing practical problems in the areas of text classification and medical data analysis. It is reassuring to see that IDA continues to bring such diverse areas together, thus helping to cross-fertilize these fields

One of the superb characteristics of Intelligent Data Analysis (IDA) is that it is an interdisciplinary ?eld in which researchers and practitioners from a number of areas are involved in a typical project. This also creates a challenge in which the success of a team depends on the participation of users and domain experts who need to interact with researchers and developers of any IDA system. All this is usually re?ected in successful projects and of course on the papers that were evaluated by this year’s program committee from which the ?nal program has been developed. In our call for papers, we solicited papers on (i) applications and tools, (ii) theory and general principles, and (iii) algorithms and techniques. We received a total of 184 papers, In the end 46 papers were accepted, which are all included in the proceedings and presented at the conference. This year’s papers re?ect the results of applied and theoretical researchfrom a number of disciplines all of which are related to the ?eld of Intelligent Data Analysis. To have the best combination of theoretical and applied research and also provide the best focus.

Advances in Integrated Soil Fertility Research in sub-Saharan Africa : Challenges and Opportunities

Food insecurity is a central concern and a fundamental challenge for human welfare and economic growth in Africa. Low agricultural production, results in low incomes, poor nutrition, vulnerability to risks and lack of empowerment. Land degradation and soil fertility depletion are considered the major threats to food security and natural resource conservation in sub-Saharan Africa (SSA). Investments in technology, policy and institutional reforms are needed to increase agricultural productivity to ensure food security and sustained national economies. Past research has generated numerous soil fertility management technologies which if adopted could propel the African continent out of the poverty trap. However, these technologies have had little, if any, impact due to low adoption by the smallholder farmers.

Advances in Information Technologies for Electromagnetics

Simple tutorial chapters introduce the reader to cutting edge technologies, such as parallel and distributed computing, object-oriented technologies, grid computing, semantic grids, agent based computing and service-oriented architectures. On such bases, a variety of EM applications is proposed: 1) parallel FDTD codes (both for antenna analysis and for metamaterial applications), 2) grid computing for computational EM (CEM) (with applications to antenna arrays, wireless and remote-sensing systems) 3) mobile agents for parametric CEM modeling 4) complex/hybrid EM software environments (with applications to planar circuits, quasi-optical systems,…) 5) semantic grids for CAE of antennas arrays.

The conference of the 1st IEEE Pacisc-Rim Symposium on Image and Video Technology (PSIVT 2006) was held at Hsinchu, Taiwan, Republic of China, on December 11–13, 2006. This volume contains papers selected for presentation at this conference. The aim of this conference was to bring together theoretical advances and practical implementations contributing to, or being involved in, image and video technology. PSIVT 2006 featured a comprehensive program including tutorials, keynote and invited talks, oral paper presentations, and posters. We received 450 s- missions from 22 countries and accepted 141 papers among those (i.e., de?ning an acceptance rate of 31.3%). The intention was to establish PSIVT as a t- quality series of symposia. Decisions were discult sometimes, but we hope that the ?nal result is acceptable to all involved.
