PCM 2006 again brought together researchers, developers, practitioners, and educators in the ?eld of multimedia from around the world. Both theoretical breakthroughs and practical systems were presented at the conference. There were sessions from multimedia retrieval to multimedia coding to multimedia security,coveringa wide spectrum of multimedia research. We received 755 submissions and the number was the largest among all the PCMs.the additional reviewers who generously spent many hours. The many useful comments provided by the reviewing process are very useful to authors’ current and future research.

Signal-interpreting systems which generate automatically the desired target statements from the signals are therefore of compelling necessity. Advances in Integrated Soil Fertility Research in sub-Saharan Africa : Challenges and Opportunities

Food insecurity is a central concern and a fundamental challenge for human welfare and economic growth in Africa. Low agricultural production, results in low incomes, poor nutrition, vulnerability to risks and lack of empowerment. Land degradation and soil fertility depletion are considered the major threats to food security and natural resource conservation in sub-Saharan Africa (SSA). Investments in technology, policy and institutional reforms are needed to increase agricultural productivity to ensure food security and sustained national economies. Past research has generated numerous soil fertility management technologies which if adopted could propel the African continent out of the poverty trap. However, these technologies have had little, if any, impact due to low adoption by the smallholder farmers.

Advances in Information Technologies for Electromagnetics

Simple tutorial chapters introduce the reader to cutting edge technologies, such as parallel and distributed computing, object-oriented technologies, grid computing, semantic grids, agent based computing and service-oriented architectures. Advances in image enhancement

In the era of the internet of things, images have played important roles in human–computer interactions, and with the arrival of big data technology, people have higher requirements regarding image quality, especially for images collected in dark light. This can be addressed through the development of camera hardware quality, i.e., the resolution and exposure time of cameras, which may require high computational costs. As an alternative, image enhancement techniques can exact salient features to improve the quality of captured images according to the differences in diverse features, although they suffer from some challenges, i.e., a low contrast, artifacts, and overexposure, thus making it decidedly necessary to determine how to use advanced image enhancement techniques.
