The Influence of National Competition Policy on the International Competitiveness of Nations : A Contribution to the Debate on International Competition Rules

Two fields of economic research in competition policy have gained in importance in times of economic globalization. Firstly, globalization has resurrected the debate whether there is a need for international competition rules against private anticompetitive practices and how these rules could be implemented in the best way. Secondly, the concept of the international competitiveness of nations has become a significant issue for all open economies. The discussion of both themes directs the attention to a specific interface of these two issues. The implementation of international competition rules would limit or even eliminate national competition policy. The matter in question is to what extent national competition policy has to be regarded as a factor of international competitiveness so that national antitrust policy should be given priority over international antitrust rules.

The Improvement of Technology Transfer : An Analysis of Practices between Graz University of Technology and Styrian Companies

DHe has done a remarkable work in examining technology transfer between Graz University of Technology and Styrian companies. He based his results on detailed empirical examinations which allowed the introduction of target groups of university researchers and companies defined by a set of characteristics. Thus the work enables parties involved in technology transfer to act according to the specific needs of the participants. Formerly, this knowledge was available at best implicitly, i.e. experienced university researchers or managers used to deal with each other thus knowing well the others’ expectations. Inexperienced fellows had to build up this knowledge gradually.

The Handbook of Environmental Voluntary Agreements : Design, Implementation and Evaluation Issues

Represent a “third wave” of regulation in the environmental field. “Command and control” was the first wave. Its core is based on uniform emission standards, the respect of which needs to be enforced through extensive monitoring and severe sanctions. The expected cost of sanction for non-compliance, calculated as its amount multiplied for the probability to be caught, must be superior to the benefits of non-compliance, in order to let the sanction be effective. As the benefits of non-compliance can vary among firms, sanctions need to be very high in order to be effective. In fact sanctions are ordinary correlated to environmental damage and not to the benefits of non-compliance. But very high sanctions can be difficult to enforce as they appear unfair and can lead to dramatic consequences on firms and workers, up to shut-downs of plants. Ambient standards reduce these problems, but oblige the regulator to know a huge amount of information, regarding the specific contribution of each polluter to the polluted body. Information is difficult to obtain because of asymmetric information and costly to produce because it requires large and skilled regulating and enforcing organizations. Nevertheless complex regulation is the base of any environmental policy framework, as it allows the policy maker to fully exercise its power of composition of various interests in a relatively transparent way. Economic instruments were the second wave.

The Geography of Small Firm Innovation

It has long been recognized that advances in science contribute to economic growth. While it is one thing to argue that such a relationship exists, it is quite another to establish the extent to which knowledge spills over within and between sectors of the economy. Such a research agenda faces numerous challenges. Not only must one seek measures of inputs, but a measure of output is needed as well to estimate the knowledge production function. The identification of such a measure was a compelling goal for Zvi Griliches, if not the holy grail: “The dream of getting hold of an output indicator of inventive activity is one of the strong motivating forces for economic research in this area.” (Griliches 1990, p. 1669). Jaffe (1989) made a significant contribution to estimating the knowledge production function when he established a relationship between patent activity and R&D activity at the state level. Feldman and coauthors (1994a, 1994b) added considerably to this line of research, focusing on innovation counts as the dependent variable instead of patent counts. This work was particularly important given that many innovations are never patented. Feldman’s work also differentiated by firm size and showed that knowledge spillovers from universities play a key role as sources of knowledge for small firms.

Explorative research has therefore been conducted that comprises a scenario study on the future of the logistics service industry in the year 2025. Based on a two-round modified Delphi survey with 30 top logistics executives a surprising but realistic picture of the future has been drawn. The scenarios are intended to provide a sound planning basis for long-term logistics decisions, to illustrate the value and potentials of the technique, and to exemplify a systematic scenario development.
