Care Poverty : When Older People’s Needs Remain Unmet
This book turns the research attention of social policy scholars and long-term care researchers from comparative descriptions of care systems, focusing mostly on expenditures and volumes of long-term care services, to outcomes, and in particular to the question whether older people really receive the support that they need. Without knowledge about which needs and which social groups are currently inadequately covered, it is impossible to guide policy development.
Brain-computer interfaces : An international sssessment of research and development trends
This WTEC study gathered information on worldwide status and trends in BCI research to disseminate to government decisionmakers and the research community. The study reviewed and assessed the state of the art in sensor technology, the biotic-abiotic interface and biocompatibility, data analysis and modeling, hardware implementation, systems engineering, functional electrical stimulation, noninvasive communication systems, and cognitive and emotional neuroprostheses in academic research and industry.
Boundary Integral Equations
This book is devoted to the basic mathematical properties of solutions to boundary integral equations and presents a systematic approach to the variational methods for the boundary integral equations arising in elasticity, fluid mechanics, and acoustic scattering theory. It may also serve as the mathematical foundation of the boundary element methods. The latter have recently become extremely popular and efficient computational tools in applications. The authors are well known for their fundamental work on boundary integral equations and related topics. This book is a major scholarly contribution to the modern theory of boundary integral equations and should be accessible and useful to a large community of mathematical analysts, applied mathematicians, engineers and scientists.
Biosensing : International Research and Development

Beyond Kyoto : A new global climate certificate system : Continuing Kyoto commitsments or a global ´Cap and Trade´ scheme for a sustainable climate policy?
This book shows how humankind can ‘prevent dangerous interference with the c- mate system’ without dangerous interference with the global economic system. In the two underlying studies on behalf of the Ministry of Environment and Transport of i the German federal state of Baden-Württemberg, the results have been elaborated through scientific evaluation of different climate protection systems and intensive developmental work on an efficient climate protection system. The results will be presented in nine chapters according to the following nine basic R&D steps: 1. Quantifying the ‘ultimate climate objective’ of the world community in order ‘to prevent dangerous interference with the climate system,’ thus achieving climate sustainability; 2. Development of a comprehensive standard system for evaluating the prospect of success for different climate protection systems; 3. Based on this scientific standard system, evaluation of the current Kyoto system and of the most important proposals for ‘incremental regime evolution’ of the Kyoto system. Unfortunately, it must be noted that these systems are incapable of achi- ing climate sustainability; 4. Evaluating three proposals for ‘structural regime change’ of the Kyoto system. Following this objective evaluation process and numeric comparison of the diff- ent proposals, 5. Description of the eight basic elements of GCCS and its in-depth ‘critical asse- ment;’ 6.

This treatise on anion sensing and recognition represents a new addition to a very small number of books in this area, Although this Topics volume does not cover all the different classes fo receptors, it does provide new and timely perspectives to anion chemistry by highlighting several areas that have been generally overlooked in other reviews. Accountability for International Humanitarian Law Violations : The Case of Rwanda and East Timor
The main objective of this book is to make available to an informed audience a le gal and policy oriented study on accountability for serious human rights and inter national humanitarian law violations. It is an attempt to share the lessons learnt in accountability for atrocity crimes as conducted by the International Criminal Tri bunal for Rwanda (ICTR), and the United Nations Transitional Administration in East Timor (UNTAET). The former established subsequent to egregious atrocities that took place in 1994, and the latter following the massive outburst of violence in 1999. The book is based on two cases: Rwanda and East Timor. It is expected that it will serve as reference literature to both the legal community and policy makers on accountability for heinous international crimes.
10 Years Southeast European Cooperative Initiative : From Dayton to Brussels
The Southeast European Cooperative Initiative (SECI) was the first international instrument for "peace keeping and peace making". Conceived by the United States with full partnership and participation of the European Union, SECI was a response to the Dayton Agreement. SECI was convinced that sending troops and diplomats did not suffice. It called for a new strategy and approach that would promote economic and social development through regional cooperation. SECI understood that despite their differences, the countries of South East Europe shared many mutual concerns. For the international community, SECI was a prelude to a broader instrument - the Stability Pact for South Eastern Europe, launched in 1999. The approach was a success! This compendium of documents, agreements, analyses and essays gives a glimpse into decision-making processes and results achieved.
