Galaxies and How to Observe Them
Satisfies the need for a modern, comprehensive review in combining the three major aspects: the physical background on the nature and data of galaxies, the relevant instrumentation and viewing techniques, and finally the targets and their individual appearance in telescopes of various apertures. To illustrate the latter, a comprehensive sample of galaxies, including quasars, groups and clusters of galaxies is presented. This combination of theoretical knowledge and practical information guarantees successful observing sessions. The book could become a standard source on galaxy observing for all kinds of amateur observers, from the beginner to the experienced.

Fluid Mechanics of Flow Metering
This book addresses two major fluid mechanical problems in flow metering: the analysis of signal generation in turbulent pipe flow, which explains the function of the meter beyond a simple calibration, and the possible use of a meter in non-developed flows. These problems are investigated with reference to, and examples from, a variety of meters, e.g. ultrasound cross-correlation meters, vortex meters, and turbine meters. Studying these problems requires consideration of specific phenomena in turbulent non-developed pipe flow, as caused by installations, and finding special solutions with signal processing, both of which are included in the book.

Environmental Security and Public Safety ; Problems and Needs in Conversion Policy and Research after 15 Years of Conversion in Central and Eastern Europe
Although the end of the Cold War has paved the way to a substantial demilitarisation and conversion, the leftovers of this process – such as former military installations, military training areas, and huge quantities of unserviceable ammunition and equipment – still pose a severe threat to the environment of both NATO and Partner countries.The rehabilitation of these areas for civilian uses is extremely costly and is generally in the short and medium term not possible. For this reason, the development of new methods for the estimation avoidance of risks should receive special priority. In the context of this ARW, the reconnaissance and appraisal of conversion areas with respect to costs, returns, and legal considerations were discussed. The decades-long use of some areas led to the heavy loading of contaminates. Every task of conversion has as its goal the elimination of dangers to humans and nature, and the return of areas to civil use, such that these areas can be used realise economic interests of the society.

Furthermore, problems with little known anatomical standard variants of the target areas may arise. Therefore, numerous common anatomical variants are demonstrated with reference to their impact for the surgical technique.

The TCGOV 2005 international conference on e-government was held at the Free University of Bozen-Bolzano during March 2–4, 2005. The conference was initiated by the working group “Towards Electronic Democracy” (TED) of the European Science Foundation and was jointly organized by the Free University ofBozen-Bolzano,theMunicipalityofBozen-Bolzano,theTEDWorkingGroup, and the IFIP Working Group 8.5. The conference addressed a large spectrum of issues that are relevant and have to be investigated for a successful transition from the traditional form of government to a new form known as e-government. The main focus was on the following topics: – improving citizen participation and policy making (e-democracy) – government application integration – semantic Web technologies for e-government – security aspects for e-government services Two sessions were dedicated to e-democracy, an emerging area within- government that seeks to enhance democratic processes and provide increased opportunities for individuals and communities to be involved in governmental decisions.

Happily, today the problems are reversed. Expertise is now required in the field of safe and environment-friendly disposal of chemical weapons and cleaning up of contaminated sites all around the world, but not least in the ex-Soviet-led countries. In all, there were 57 participants, of which 11 dispatched from the TACIS project “The development of the chemical weapons” facility at the detached plant No 4 of OAO Khimprom, Novocheboksarsk.
