Transboundary Floods : Reducing Risks Through Flood Management
Flood damages are increasing as a result of frequent occurrence of large floods in many parts of the world, existing and continuing encroachment of development onto flood plains and aging flood protection structures. Under such circumstances, there is an ongoing search for better ways of protecting human life, land, property and the environment by improved flood management. Many flood management measures have been practiced in various jurisdictions, including living with floods, non-structural measures (e.g., regulations, flood defence by flood forecasting and warning, evacuations, and flood insurance), and structural measures (e.g., land drainage modifications, reservoirs, dykes and polders). Such flood management is difficult in river basins controlled by a single authority, and becomes even more challenging when dealing with transboundary floods, which may originate in one country or jurisdiction and then propagate downstream to another country, or jurisdiction.
Third-Party Liability of Classification Societies : A Comparative Perspective
Classification societies are charged with the technical supervision of maritime shipping to enhance the safety of life and property at sea by securing high te- nical standards of design, manufacture, construction and maintenance of seagoing vessels. Each and every shipping catastrophe caused by a technical defect reminds the maritime world of the central importance of the vessel’s proper technical supervision. Correspondingly, the liability of classification societies has become a particularly discussed issue over the past years. Their contractual liability is usually limited by general terms and conditions incorporated in the classification rules and cases brought by typical contracting partners of classification societies, such as ship owners and ship yards, are not an issue in the current debate. H- ever, one can note a substantial worldwide increase of actions brought by parties who are not in privity with classification societies. This study focuses on third-party liability of classification societies. It ori- nates in an expert opinion on selected issues relating to third-party liability which the authors compiled for the German classification society Germanischer Lloyd AG. "Thermal Analysis of Polymeric Materials" systematically treats macroscopic measurements by thermal analysis and the quantitative link to microscopic, molecular structure and mobility. Reversible and irreversible thermodynamics, kinetics, quantum mechanics, and statistical thermodynamics are the roots of the described thermal analysis. The book aims to broaden readers’ understanding of materials and the connection of flexible macromolecules (polymers) to small molecules and rigid macromolecules (minerals, salts, and metals). An effort is made to discover how the long, flexible molecules fit into their small phases which are characterized as microphases or nanophases. Their order ranges from amorphous to mesophase-like and crystalline. Ultimately, it is shown that the basic structure-property-processing triangle is connected to the better-known types of molecules and their common macroscopic phases.

The Public Nature of Science under Assault : Politics, Markets, Science and the Law
Science has development from a self-evident public good to being highly valued in other contexts for different reasons: strengthening the economic competitiveness and, especially in high-tech fields, as a financial investment for future gains. This has been accompanied by a shift from public to private funding with intellectual property rights gaining importance. But in contemporary democracies citizens have also begun to voice their concerns about science and technology related risks, demanding greater participation in decision-making and in the setting of research priorities. The book examines the legal issues and responses vis-à-vis these transformations of the nature of public science. It discusses their normative content as well as the inherent limitations of the law in meeting these challenges.
The Malliavin Calculus and Related Topics
In Chapter 1, the derivative and divergence operators are introduced in the framework of an isonormal Gaussian process associated with a general 2 Hilbert space H. The case where H is an L -space is trated in detail aft- s,p wards (white noise case). The Sobolev spaces D , with s is an arbitrary real number, are introduced following Watanabe’s work. Chapter 2, includes a general estimate for the density of a one-dimensional random variable, with application to stochastic integrals. Also, the c- position of tempered distributions with nondegenerate random vectors is discussed following Watanabe’s ideas. This provides an alternative proof of the smoothness of densities for nondegenerate random vectors. Some properties of the support of the law are also presented.
The J-matrix Method : Developments and Selected Applications
Aims to provide the fundamental knowledge to appreciate the advantages of the J-matrix method and to encourage its use and further development. The J-matrix method is an algebraic method of quantum scattering with substantial success in atomic and nuclear physics. The accuracy and convergence property of the method compares favourably with other successful scattering calculation methods. Despite its thirty-year long history new applications are being found for the J-matrix method. This book gives a brief account of the recent developments and some selected applications of the method in atomic and nuclear physics.
