Inflation and Unemployment in a Monetary Union
This book studies the coexistence of inflation and unemployment in a monetary union. The focus is on how to reduce the associated loss. The primary target of the European central bank is low inflation in Europe. The primary target of the German government is low unemployment in Germany. And the primary target of the French government is low unemployment in France. The European central bank has a quadratic loss function. The same applies to the German government and the French government. The key questions are: To what extent can the sequential process of monetary and fiscal decisions reduce the loss caused by inflation and unemployment? Is monetary and fiscal cooperation superior to the sequential process of monetary and fiscal decisions?

“Change is inevitable.” Embracing this quote we have tried to carefully exp- iment with the format of this conference, the 15th International Conference on Inductive Logic Programming, hopefully making it even better than it already was. But it will be up to you, the inquisitive reader of this book, to judge our success. The major changes comprised broadening the scope of the conference to include more diverse forms of non-propositional learning, to once again have tutorials on exciting new areas, and, for the ?rst time, to also have a discovery challenge as a platform for collaborative work. This year the conference was co-located with ICML 2005, the 22nd Inter- tional Conference on Machine Learning, and also in close proximity to IJCAI 2005, the 19th International Joint Conference on Arti?cial Intelligence. - location can be tricky, but we greatly bene?ted from the local support provided by Codrina Lauth, Michael May, and others. We were also able to invite all ILP and ICML participants to shared events including a poster session, an invited talk, and a tutorial about the exciting new area of “statistical relational lea- ing”. Two more invited talks were exclusively given to ILP participants and were presented as a kind of stock-taking—?ttingly so for the 15th event in a series—but also tried to provide a recipe for future endeavours.
Implementing Strategic Environmental Assessment
More countries are now using Strategic Environmental Assessment (SEA) than ever before. This timely and comprehensive Handbook describes the implementation of SEA in 18 countries around the world, as well as a critical analysis of different SEA methodologies. The Handbook starts by introducing key SEA principles and the legal requirements of the new European SEA Directive (which became law in 2004). It then describes the implementation of SEA in 11 European Union countries, as well as the USA, Canada and New Zealand. This is contrasted with SEA requirements of four developing countries. The Handbook explores public participation issues and the wide-range of SEA methodologies used in terms of resources (soils, water and biodiversity) and sectors of activity (transport, agriculture, waste management and industry). The Handbook concludes with a discussion on best practice, capacity building and the future of SEA.

IFL 2004 was the sixteenth event in the annual series of IFL workshops. The aim of the workshop series is to bring together researchers actively engaged in the implementation and application of functional and function-based progr- ming languages. It provides an open forum for researchers who wish to present and discuss new ideas and concepts, work in progress, preliminary results, etc., related primarily, but not exclusively, to the implementation and application of functional languages. It was our great pleasure to host the 4th International Conference on Image and Video Retrieval (CIVR) at the National University of Singapore on 20–22 July 2005. CIVR aims to provide an international forum for the discussion of research challenges and exchange of ideas among researchers and practitioners in image/video retrieval technologies. It addresses innovative research in the broad ?eld of image and video retrieval. A unique feature of this conference is the high level of participation by researchers from both academia and industry. Another unique feature of CIVR this year was in its format – it o?ered both the traditional oral presentation sessions, as well as the short presentation cum poster sessions. The latter provided an informal alternative forum for animated discussions and exchanges of ideas among the participants.After a rigorous review process, 20 papers were accepted for oral presentations, and 42 papers were accepted for poster presentations. In addition to the accepted submitted papers, the program also included 4 invited papers, 1 keynote industrial paper, and 4 invited industrial papers. Altogether, we o?ered a diverse and interesting program, addressing the current interests and future trends in this area.
Hypertension in the Elderly
Topics range from basic concepts, epidemiology and trials, and evaluation and management, to pharmacological treatment, special populations, and adherence, all presented with an emphasis on the optimal management of patients. The authors examine in detail the mechanisms of hypertension in the elderly, particularly age-related changes in vascular stiffness, and methodically review the lifestyle and outcomes trials that were conducted in older persons. The problems of clinical evaluation, secondary hypertension, and target organ damage are also fully addressed, and a practical approach is provided for correctly determining blood pressure, one of the most important tasks in evaluating an older patient.
