With the emergence and development of quantitative methods in economics and statistics, the exercise of calculating costs of crime became possible, In this book, it's argue that we can estimate costs of different crimes, and that such estimates are relevant for criminal law and crime policy. Notwithstanding the incommensurability of many consequences of crime, society every day makes numerous decisions how to tackle crime, and at least implicitly assesses the relative importance of the problem. Properly done costs of crime estimates make people’s evaluation more visible, and allow for more coherent public policy.

The concept of “environmental security” has emerged as one basis for understanding international conflicts. This phrase can mean a variety of things. It can signify security issues stemming from environmental concerns or conflicting needs, or it can mean that the environment is treated as a resource for the long term, and the question is what should be done today to preserve the quality of the environment in the future. In the same way that energy security is about ensuring access to energy for the long run, it can also mean that pressing environmental concerns create a situation where different countries and communities are forced to collaboratively design a unified response, even if cooperation is not generally in the logic of their relations. Over the last several years, the authors of this book and their colleagues have tried to demonstrate the power of risk assessment and decision analysis as valuable tools that decision makers should use for a broad range of environmental problems, including environmental security. Risk analysis is almost more a state of mind or a way of looking at problems than it is a kind of algorithm or a set of recipes. It projects a kind of rationality on problems and forces a certain degree of quantitative rigor, as opposed to the all too common tendency of making environmental recommendations based on anecdotal evidence.

The world is a dirty place and getting dirtier all the time. The reasons for this ever-increasing lack of cleanliness are not hard to find, being basically caused by the actions of the six billion people who inhabit the planet. The needs of the people for air, water, food, housing, clothing, heating, materials, oil, gas, minerals, metals, chemicals, and so forth have, over the centuries, given rise to a variety of environmental problems that have been exacerbated or been newly created by the industrialization of the world, the increase in population, and the increase in longevity of the population. The costs of cleaning even fractions of the known environmental problems are truly enormous, as detailed in the volume Environmental Risk Analysis (I. Lerche and E. Paleologos, 2001, McGraw-Hill). The chances of causing new environmental problems, and their associated costs of clean up, are equally challenging in terms of anthropogenic influences and also of the natural environmental problems that can be triggered by humanity.

Elements for Physics : Quantities, Qualities, and Intrinsic Theories

While usual presentations of physical theories emphasize the notion of physical quantity, this book shows that there is much to gain when introducing the notion of physical quality. The usual physical quantities simply appear as coordinates over the manifolds representing the physical qualities. This allows to develop physical theories that have a degree of invariance much deeper than the usual one. It is shown that properly developed physical theories contain logarithms and exponentials of tensors: their conspicuous absence in usual theories suggests, in fact, that the fundamental invariance principle stated in this book is lacking in present-day mathematical physics. The book reviews and extends the theory if Lie groups, develops differential geometry, proposing compact definitions of torsion and of curvature, and adapts the usual notion of linear tangent application to the intrinsic point of view proposed for physics. As an illustration, two simple theories are studied with some detail, the theory of heat conduction and the theory of linear elastic media. The equations found differ quantitatively and qualitatively from those usually presented.

Electrochemistry of Immobilized Particles and Droplets

Immobilizing particles or droplets on electrodes is a novel and most powerful technique for studying the electrochemical reactions of three-phase systems. It gives access to a wealth of information, ranging from quantitative and phase analysis to thermodynamic and kinetic data of electrode processes. Three-phase electrodes with immobilized droplets provide information on the electrochemistry of redox liquids and of compounds dissolved in inert organic liquids. Such measurements allow the determination of the Gibbs energies of the transfer of cations and anions between immiscible solvents, and thus make it possible to assess the hydrophobicity of ions – a property that is of great importance for pharmaceutical applications, biological studies, and for many fields of chemistry.The monograph gives, for the first time, a comprehensive overview of the results published in more than 300 papers over the last 15 years.
