Multilingual Information Access for Text, Speech and Images ; 5th Workshop of the Cross-Language Evaluation Forum, CLEF 2004, Bath, UK, September 15-17, 2004, Revised Selected Papers

The ?fth campaign of the Cross-Language Evaluation Forum (CLEF) for Eu- pean languages was held from January to September 2004. Participation in the CLEF campaigns has increased each year and CLEF 2004 was no exception: 55 groups submitted results for one or more of the di?erent tracks compared with 42 groups in the previous year. CLEF 2004 also marked a breaking point with respect to previous campaigns. The focus was no longer mainly concentrated on multilingual document retrieval as in previous years but was diversi?ed to include di?erent kinds of text retrieval across languages (e. g. , exact answers in the question-answering track) and retrieval on di?erent kinds of media (i. e. , not just plain text but collections containing image and speech as well). In ad- tion, increasing attention was given to issues that regard system usability and user satisfaction with tasks to measure the e?ectiveness of interactive systems or system components being included in both the cross-language question - swering and image retrieval tasks with the collaboration of the coordinators of the interactive track. The campaign culminated in a two-and-a-half-day workshop held in Bath, UK, 15–17 September, immediately following the 8th European Conference on Digital Libraries. The workshop was attended by nearly 100 researchers and s- tem developers.

Multilevel Urban Governance and the `European City : Discussing Metropolitan Reforms in Stockholm and Helsinki

Urban scholars have come up with very different answers to the question of what the main defining characteristics of urban Europe are and whether they can be described in a distinct ideal-typical model, the ’European City’. In order to fully understand the prevailing political arrangements and ongoing transformations in urban Europe, they have increasingly turned towards ‘multilevel governance approaches’ to conduct more comprehensive and comparative analyses of urban politics and policies. Nico Giersig reflects on these debates and exemplifies the specificities of Nordic cities within Europe as a whole. He accomplishes this by means of a systematic comparison of governance arrangements and their dynamics in two Nordic capital regions.

In the very competitive field of agent oriented conferences and workshops nowadays (such as AAMAS, WI/IAT, EUMAS, CIA, MATES) the special profile of CEEMAS is that it is trying to bridge the gap between applied research achievements and theoretical research activities. Our ambition is to provide a forum for presenting theoretical research with an evident application potential, implemented application prototypes and their properties, as well as industrial case studies of successful (but also unsuccessful) agent technology deployments. This is why the CEEMAS proceedings volume provides a collection of research and application papers. The technical research paper section of the proceedings (see pages 11–499) contains pure research papers as well as research results in application settings while the application papers section (see pages 500–530) contains papers focused on application aspects. The goal is to demonstrate the real life value and commercial reality of multi-agent systems as well as to foster communication between academia and industry in this field.
