Self-Organizing Natural Intelligence : Issues of Knowing, Meaning, and Complexity

This book proposes, utilizes, and demonstrates the research superiority of a highly developed multidisciplinary theory models approach to intelligence. With conceptual tools, concepts and mathematical methods more suited to continuous, dynamic phenomena of living things, the entire scope of natural intelligence based upon empirical studies of actual human and animal experience is addressed. Results show that human and animal intelligence is largely self-organizing and emergent across a spectrum of major categories of kinds of natural intelligence, not limited to a single "top down" capacity as current proponents of the single-capacity g-theory and IQ approach support.

Reconsidering constitutional formation II decisive constitutional normativity : From old liberties to new precedence

This second volume of ReConFort, addresses the decisive role of constitutional normativity, and focuses on discourses concerning the legal role of constitutional norms. Taken together with ReConFort I (National Sovereignty), it calls for an innovative reassessment of constitutional history drawing on key categories to convey the legal nature of the constitution itself (national sovereignty, precedence, justiciability of power, judiciary as constituted power). Also included in this volume are the French originals and English translations of two vital documents. The first – Emmanuel Joseph Sieyès’ Du Jury Constitutionnaire (1795) – highlights an early attempt to reconcile the democratic values of the French Revolution with the pragmatic need to legally protect the Revolution. The second – the 1812 draft of the Constitution of the Kingdom of Poland – presents the ‘constitutional propaganda’ of the Russian Tsar Alexander I to bargain for the support of the Lithuanian and Polish nobility. These documents open new avenues of research into Europe’s constitutional history: one replete with diverse contexts and national experiences.

R.J. Rummel : An Assessment of His Many Contributions

The book provides a critical and constructive assessment of the many contributions to social science and politics made by Professor R. J. Rummel. Rummel was a prolific writer and an important teacher and mentor to a number of people who in turn have made their mark on the profession. His work has always been controversial. But after the end of the Cold War, his views on genocide and the democratic peace in particular have gained wide recognition in the profession. He was also a pioneer in the use of statistical methods in international relations. His work in not easily classified in the traditional categories of international relations research (realism, idealism, and constructivism). He was by no means a pacifist and his views on the US-Soviet arms race led him to be classified as a hawk. But his work on the democratic peace has become extremely influential among liberal IR scholars and peace researchers. Above all, he was a libertarian.

Welcome to the proceedings of the Power-Aware Computer Systems (PACS 2004) workshop held in conjunction with the 37th Annual International Sym- sium on Microarchitecture (MICRO-37). The continued increase of power and energy dissipation in computer systems has resulted in higher cost, lower re- ability, and reduced battery life in portable systems. Consequently, power and energy have become ?rst-class constraints at all layers of modern computer s- tems. PACS 2004 is the fourth workshop in its series to explore techniques to reduce power and energy at all levels of computer systems and brings together academic and industry researchers. The papers in these proceedings span a wide spectrum of areas in pow- aware systems. We have grouped the papers into the following categories: (1) microarchitecture- and circuit-level techniques, (2) power-aware memory and interconnect systems, and (3) frequency- and voltage-scaling techniques. The ?rst paper in the microarchitecture group proposes banking and wri- back ?ltering to reduce register ?le power. The second paper in this group - timizes both delay and power of the issue queue by packing two instructions in each issue queue entry and by memorizing upper-order bits of the wake-up tag. The third paper proposes bit slicing the datapath to exploit narrow width operations, and the last paper proposes to migrate application threads from one core to another in a multi-core chip to address thermal problems.

Welcome to the proceedings of the 3rd Power-Aware Computer Systems (PACS 2003) Workshop held in conjunction with the 36th Annual International Symposium on Microarchitecture (MICRO-36). The increase in power and - ergy dissipation in computer systems has begun to limit performance and has also resulted in higher cost and lower reliability. The increase also implies - duced battery life in portable systems. Because of the magnitude of the problem, all levels of computer systems, including circuits, architectures, and software, are being employed to address power and energy issues. PACS 2003 was the third workshop in its series to explore power- and energy-awareness at all levels of computer systems and brought together experts from academia and industry. These proceedings include 14 research papers, selected from 43 submissions, spanning a wide spectrum of areas inpower-aware systems.We have grouped the papers into the following categories: (1) compilers, (2) embedded systems, (3) microarchitectures, and (4) cache and memory systems. The ?rst paper on compiler techniques proposes pointer reuse analysis that is biased by runtime information (i.e., the targets of pointers are determined based on the likelihood of their occurrence at runtime) to map accesses to ener- e?cient memory access paths (e.g., avoid tag match). Another paper proposes compiling multiple programs together so that disk accesses across the programs can be synchronized to achieve longer sleep times in disks than if the programs are optimized separately.

Multidimensional Poverty Measurement : Concepts and Applications

Conceptualization and measurement of poverty have traditionally relied on purely economic approaches, with income or consumption as the only indicator. Multidimensional approaches have increasingly been used to understand poverty, but have yet to be fully operationalized. This book uses factor analysis and structural equations modeling to develop a multidimensional framework that integrates capability and social inclusion as additional poverty indicators. The empirical relevance of this methodological contribution is demonstrated through its application in the United States and Nepal. The proposed approach not only helps to identify different categories of the poor, but also to more accurately target resources and policies of poverty alleviation. The book will therefore be an important reference for professionals in development agencies as well as for poverty and policy researchers.

Motivic Homotopy Theory : Lectures at a Summer School in Nordfjordeid, Norway, August 2002

This book is based on lectures given at a summer school held in Nordfjordeid on the Norwegian west coast in August 2002. In the little town with the sp- tacular surroundings where Sophus Lie was born in 1842, the municipality, in collaboration with the mathematics departments at the universities, has established the “Sophus Lie conference center”. The purpose is to help or- nizing conferences and summer schools at a local boarding school during its summer vacation, and the algebraists and algebraic geometers in Norway had already organized such summer schools for a number of years. In 2002 a joint project with the algebraic topologists was proposed.
