Mass Vaccination : Global Aspects - Progress and Obstacles
Mass immunization is the blitzkrieg of vaccination practice. It serves to rapidly protect populations, both because of the high coverage achieved and because of the herd immunity thereby induced. However, as in war, mass immunization campaigns must be conducted intelligently, with careful strategy and strong attention to logistics of supply and deployment. If conducted badly, mass immunization may fail or even be counter-productive. In this volume, some of the most successful practitioners of mass im- nization tell us about its art and science. David Heymann and Bruce Aylward of WHO begin the book with a theoretical and practical overview of mass immunization. Michael Lane, who participated in the successful effort to eradicate smallpox relates how this was done using mass vaccination and other strategies. Application of mass immunization by the US military is c- ered by John Grabenstein and Remington Nevin, who have a large experience in these matters. Karen Noakes and David Salisbury recount the striking s- cesses of mass immunization in the United Kingdom. The global control of the clostridia that produce diphtheria toxin is described by Charles Vitek. Hepa- tis A is decreasing dramatically under the impact of large-scale vaccination, as Francis André illustrates. The French experience with Hepatitis B vac- nation has been mixed, and François Denis and Daniel Levy-Bruhl explain the circumstances. In?uenza vaccination is an annual example of large-scale campaigns, the complexity of which is recounted by Benjamin Schwartz and Pascale Wortley.

As the title suggests, a fundamental challenge of this branch of international maritime law is to achieve a balance between the interests of the two main stakeholders. Institutionally, the effort to achieve this balance dates back a number of decades with its genesis mainly found in the work of the International Labour Organization. It has to be said that whilst this effort achieved great progress, it has led to a haphazard, plethora of legal instruments.

Since the late 1960s, various groups have investigated the influence of marine surface films on mechanisms dominating energy and mass transfer across the ocean/atmosphere interface. We are delighted to present the proceedings of the 8th IFIP/IEEE International Conference on Management of Multimedia Networks and Services (MMNS 2005). The MMNS 2005 conference was held in Barcelona, Spain on October 24–26, 2005. As in previous years, the conference brought together an international audience of researchers and scientists from industry and academia who are researching and developing state-of-the-art management systems, while creating a public venue for results dissemination and intellectual collaboration. This year marked a challenging chapter in the advancement of management systems for the wider management research community, with the growing complexities of the “so-called” multimedia over Internet, the proliferation of alternative wireless networks (WLL, WiFi and WiMAX) and 3G mobile services, intelligent and high-speed networks scalable multimedia services and the convergence of computing and communications for data, voice and video delivery. Contributions from the research community met this challenge with 65 paper submissions; 33 high-quality papers were subsequently selected to form the MMNS 2005 technical program. The diverse topics in this year’s program included wireless networking technologies, wireless network applications, quality of services, multimedia, Web applications, overlay network management, and bandwidth management.

Malaria disease and modern treatments
Some population groups are at considerably higher risk of contracting malaria and developing severe disease: infants, children under 5 years of age, pregnant women and patients with HIV/AIDS, as well as people with low immunity moving to areas with intense malaria transmission such as migrant workers, mobile populations and travellers. Malaria is an acute febrile illness caused by Plasmodium parasites, which are spread to people through the bites of infected female Anopheles mosquitoes. There are 5 parasite species that cause malaria in humans, and 2 of these species – P. falciparum and P. vivax – pose the greatest threat. P. falciparum is the deadliest malaria parasite and the most prevalent on the African continent. P. vivax is the dominant malaria parasite in most countries outside of sub-Saharan Africa.

The objective of Document Analysis and Recognition (DAR) is to recognize the text and graphicalcomponents of a document and to extract information. With ?rst papers dating back to the 1960’s, DAR is a mature but still gr- ing research?eld with consolidated and known techniques. Optical Character Recognition (OCR) engines are some of the most widely recognized pr- ucts of the research in this ?eld, while broader DAR techniques are nowadays studied and applied to other industrial and o?ce automation systems. In the machine learning community, one of the most widely known - search problems addressed in DAR is recognition of unconstrained handwr- ten characters which has been frequently used in the past as a benchmark for evaluating machine learning algorithms, especially supervised classi?ers.

Introduction The dramatic increase in available computer storage capacity over the last 10 years has led to the creation of very large databases of scienti?c and commercial information. The need to analyze these masses of data has led to the evolution of the new field knowledge discovery in databases (KDD) at the intersection of machine learning, statistics and database technology. Being interdisciplinary by nature, the field offers the opportunity to combine the expertise of different fields into a common objective. Moreover, within each field diverse methods have been developed and justified with respect to different quality criteria. We have to investigate how these methods can contributet o solving the problem of KDD. Traditionally, KDD was seeking to end global models for the data that - plain most of the instances of the database and describe the general structure of the data. Examples are statistical time series models, cluster models, logic programs with high coverageor classi?cation models like decision trees or linear decision functions. In practice, though, the use of these models often is very l- ited, because global models tend to end only the obvious patterns in the data, 1 which domain experts already are aware of . What is really of interest to the users are the local patterns that deviate from the already-known background knowledge. David Hand, who organized a workshop in 2002, proposed the new field of local patterns.
