Dr. Wisam Kashi
A judge and advisor at the Syrian State Council since 2004, and one of the most prominent specialists in administrative law and administrative contracts in Syria. He possesses over twenty years of experience in judicial, academic, and consultancy work, and has participated in drafting and developing numerous legislations and government regulations.
He earned his Bachelor's degree, Diploma, Master's degree, and PhD in Administrative and Financial Sciences from the Faculty of Law at the University of Damascus, achieving high ranks throughout his academic career. His theses and research have addressed pivotal issues in administrative justice, most notably the nullity of administrative decisions and the jurisdiction of ordinary courts over disputes involving public administration.
He has served as a member of numerous administrative courts in Damascus and Homs, including the Higher Administrative Court, with his jurisdiction covering disputes over administrative contracts, taxes and fees, construction violations, professional licenses, and assignment claims. He also worked at the General Secretariat of the State Council – Technical Office, and contributed to the evaluation of scientific research published in the Journal of the State Council.
Alongside his judicial work, he has extensive experience in consultancy. He previously served as a legal consultant at Al-Mouwasat University Hospital, and has worked since 2016 as a legal consultant at the Ministry of Internal Trade and Consumer Protection, contributing to contract auditing, providing legal opinions, and supporting the directorates of companies, consumer protection, intellectual property, and consumer cooperatives.
In the academic field, he has taught at several Syrian universities, including: Al-Hawash Private University, Al-Sham Private University, Qasyoun University for Science and Technology, and the Arab International University, delivering courses in administrative law, administrative justice, commercial law, and the legal environment of business. He has also supervised numerous law practice theses and organized field trips to connect theoretical education with practical application.

He has also published numerous specialized legal articles and has co-authored works on advisory opinions and judicial rulings issued by the State Council.
He is known for his deep expertise in studying administrative contracts at all stages, his ability to apply legal and jurisprudential principles to judicial rulings, as well as his extensive knowledge of the theory of nullity of administrative decisions, the theory of the de facto official, the discretionary authority of the administration, and various principles of comparative administrative law.
