Dr. Khaled Batran

Dr. Khaled Batran

A Syrian academic and legal expert specializing in public international law, with extensive experience in university teaching and legal practice spanning over eight years.
He holds a Ph.D. in International Law from the Odessa National Academy of Law in Ukraine, obtained in 2013, in addition to a Master's degree and a Bachelor of Laws from the same university. His degrees have been officially modified and equivalized by the Ministry of Higher Education in the Syrian Arab Republic, and he has fulfilled the requirements for appointment as a faculty member.

With broad academic and legal expertise, he currently serves as the Dean of the Faculty of Law at the Arab International University, after holding the position of Vice Dean for two years. He has been a lecturer at the faculty since 2019. He also taught in the Public International Law Department at Damascus University—Master's Qualification and Specialization Program—between 2020 and 2023, in addition to teaching at the Syrian Virtual University and Al-Sham University.

Since 2025, he has been working with the Impact Training Center to teach online courses in public international law.

His professional experience is diverse: he worked as a lawyer in Damascus, completed a practical training at the Embassy of the Syrian Arab Republic in Kyiv in 2006, and served as an Arabic language teacher at the Odessa International Humanitarian University in 2005.

He has published several peer-reviewed legal research papers under the name of the Arab International University in the Homs University Refereed Journal for the years 2021, 2022, and 2023, and authored a prescribed textbook on public international law for the Faculty of Law. He is currently working on two new books in economic international law and internal and external training.

He has supervised numerous graduation projects for law students at the Arab International University.

He has also participated in international seminars and conferences in Algeria on environmental pollution and the principle of gender equality in Arab laws, and has overseen many graduation projects for law students.

He is proficient in multiple languages, including Russian, English, and Ukrainian, and possesses advanced technical skills in computer use. He has also completed several courses in business management, human resources, and neuro-linguistic programming.
