Dr. Husam AlQaeid

A professor at the Syrian Bar Association and a distinguished faculty member at several Syrian universities. He earned a Bachelor's degree in Law from Damascus University, followed by a Graduate Diploma in Administrative, Financial, and Public Law Sciences from the same university, before obtaining a Ph.D. in Public Law for his dissertation titled "The Interest Requirement in Annulment Suits."

He possesses extensive experience in legal education and is currently a faculty member and head of the Public Law Department at the Arab International University – Faculty of Law, serving from 2022 to 2025. He has also been a faculty member at the Syrian Virtual University since 2011, teaching in law and media programs, and served as head of the Law Department at Bilad Al-Sham University for Islamic Sciences from 2013 to 2021.

With substantial practical and legal expertise, he serves as a Sharia arbitrator in Damascus Sharia Courts, supervises scientific research for trainee lawyers pursuing the title of Professor of Law, and participates in doctoral dissertation arbitration committees. He has taught numerous legal courses, most notably: Administrative Law, Administrative Judiciary, Constitutional and Administrative Law, Legal Methodology, and Jurisprudential and Legal Issues.

He has authored several important legal publications and research papers, including: "The Interest Requirement in Annulment Suits," "Controls of Disciplinary Sanctions," "Public Trial in Criminal Cases," and "The Jurisdiction of the General Assembly for Fatwa and Legislation in Resolving Disputes Among Public Administrative Entities," in addition to his research on the oversight of manifest error and deviation from the rule of objective specificity as grounds for annulment appeals.
