Net Neutrality or Net Neutering : Should Broadband Internet Services Be Regulated

The subject of this book – whether or not to extend traditional telecommunications regulation to high-speed or "broadband" access to the Internet – is perhaps the most important issue now facing the Federal Communications Commission. The issue is also very contentious, with influential economic interests as well as academics on both sides of the question. Content providers – Microsoft and Amazon, for instance – argue that broadband providers should be treated as common carriers, required to transmit all content in a nondiscriminatory way. The broadband providers – the telephone and cable companies – argue that no bottleneck monopoly exists to justify such regulation and that, if imposed, it would stifle development of the Internet.

Natural Products : Drug Discovery and Therapeutic Medicine

Although the natural product drug discovery programs of the large drug companies are now equaled by programs for the high throughput screening of synthetic compounds generated through combinatorial chemistry, natural compounds still hold great promise to overcome such problems as antibiotic resistance, the emergence of new diseases, the failure to conquer old diseases, and the toxicity of some contemporary medical products. In Natural Products: Drug Discovery and Therapeutic Medicine, a panel of recognized experts and leaders in the field discuss the past successes of natural products as medicines and review future possibilities arising from both conventional and new technologies. High-performance liquid chromatography profiling, combinatorial synthesis, genomics, proteomics, DNA shuffling, bioinformatics, and genetic manipulation all now make it possible to rapidly evaluate the activities of extracts as well as purified components derived from microbes, plants, and marine organisms. The authors apply these methods to new natural product drug discovery, to accessing microbial diversity, to investigating specific groups of products (Chinese herbal drugs, antitumor drugs from microbes and plants, terpenoids, and arsenic compounds), and to exploiting specific sources (the sea, rainforest, and endophytes). These new opportunities show how research and development trends in the pharmaceutical industry can advance to include both synthetic compounds and natural products, and how this paradigm shift can be more productive and efficacious.

Multiwavelength Mapping of Galaxy Formation and Evolution ; Proceedings of the ESO Workshop Held at Venice, Italy, 13-16 October 2003

The possibilities of astronomical observation have dramatically increased over the last decade. Major satellites, like the Hubble Space Telescope, Chandra and XMM Newton, are complemented by numerous large ground-based observatories, from 8m-10m optical telescopes to sub-mm and radio facilities. As a result, observational astronomy has access to virtually the whole electromagnetic spectrum of galaxies, even at high redshifts. Theoretical models of galaxy formation and cosmological evolution now face a serious challenge to match the plethora of observational data. In October 2003, over 170 astronomers from 15 countries met for a 4-day workshop to extensively illustrate and discuss all major observational projects and ongoing theoretical efforts to model galaxy formation and evolution. This volume contains the complete proceedings of this meeting and is therefore a unique and timely overview of the current state of research in this rapidly evolving field.

Multilingual Information Access for Text, Speech and Images ; 5th Workshop of the Cross-Language Evaluation Forum, CLEF 2004, Bath, UK, September 15-17, 2004, Revised Selected Papers

The ?fth campaign of the Cross-Language Evaluation Forum (CLEF) for Eu- pean languages was held from January to September 2004. Participation in the CLEF campaigns has increased each year and CLEF 2004 was no exception: 55 groups submitted results for one or more of the di?erent tracks compared with 42 groups in the previous year. CLEF 2004 also marked a breaking point with respect to previous campaigns. The focus was no longer mainly concentrated on multilingual document retrieval as in previous years but was diversi?ed to include di?erent kinds of text retrieval across languages (e. g. , exact answers in the question-answering track) and retrieval on di?erent kinds of media (i. e. , not just plain text but collections containing image and speech as well). In ad- tion, increasing attention was given to issues that regard system usability and user satisfaction with tasks to measure the e?ectiveness of interactive systems or system components being included in both the cross-language question - swering and image retrieval tasks with the collaboration of the coordinators of the interactive track. The campaign culminated in a two-and-a-half-day workshop held in Bath, UK, 15–17 September, immediately following the 8th European Conference on Digital Libraries. The workshop was attended by nearly 100 researchers and s- tem developers.

They consist of two steps: A request phase in which a station reserves the communication channel and a transmission phase in which the actual data transmission takes place. Such procedures are often applied in communication networks that are characterised by a shared communication channel with large round-trip times.In this book, we propose queuing models for situations that require a reservation procedure and validate their applicability in the context of cable networks.

Motivational profiles in TIMSS mathematics : Exploring student clusters across aountries and time

This open access book presents a person-centered exploration of student profiles, using variables related to motivation to do school mathematics derived from the IEA’s Trends in International Mathematics and Science Study (TIMSS) data. Statistical cluster analysis is used to identify groups of students with similar motivational profiles, across grades and over time, for multiple participating countries. In this book, a person-centered analysis of distinct and meaningful motivational profiles and their differences on sociodemographic variables and mathematics performance broadens understanding about the role that motivation characteristics play in learning and achievement in mathematics.

Morphometrics with R

The R language and environment offers a single platform to perform a multitude of analyses from the acquisition of data to the production of static and interactive graphs. This offers an ideal environment to analyze shape variation and shape change. This open-source language is accessible for novices and for experienced users. Adopting R gives the user and developer several advantages for performing morphometrics: evolvability, adaptability, interactivity, a single and comprehensive platform, possibility of interfacing with other languages and software, custom analyses, and graphs. The book explains how to use R for morphometrics and provides a series of examples of codes and displays covering approaches ranging from traditional morphometrics to modern statistical shape analysis such as the analysis of landmark data, Thin Plate Splines, and Fourier analysis of outlines.
