Dr. Mouhmad Ali Mouhmad
Specialized in Information Systems and Digital Transformation Management, with over 15 years of academic and professional experience in the fields of software engineering, project management, cloud computing, and information service engineering. He holds a Ph.D. and a Master’s degree in Information Systems from Cairo University, in addition to a Bachelor’s degree in Software Engineering from Tishreen University.
He holds prestigious international professional certifications, most notably the PMP from the Project Management Institute in the United States and a certification in IT Service Management (ITIL) from the British Informatics Society, enhancing his expertise in project management and technical services in line with global best practices.
He has extensive teaching experience at several Syrian and Arab universities, including the Arab International University, the Syrian Private University, the Syrian Virtual University, and October University for Modern Sciences and Arts in Egypt. He has taught a variety of courses covering information systems, software engineering, project management, databases, distributed systems, and reliability engineering.
He has held leadership positions in the Ministry of Communications and Technology, including Assistant Minister for Digital Transformation Affairs, Director of Digital Transformation, and Director of Policies, Strategies, and Decision Support. In these roles, he oversaw the implementation of major national projects, including national data banks, e-procurement, cloud computing, and e-invoicing, as well as cooperation with international organizations and the development of national strategies.
He has published a number of scientific papers in peer-reviewed journals and conferences on topics such as e-government, cloud computing, information security, artificial intelligence applications, and information systems. He is an active member of various national committees and boards, as well as local and international academic and professional associations. Additionally, he is a certified trainer in project management and IT service management and serves as a scientific reviewer for specialized international journals.
He is proficient in a wide range of technologies, including programming languages (Java, C++, C#.Net, Delphi), web development, databases, and enterprise engineering tools.
