Although everyone recognizes communication as a central concept in mul- agents, many no longer see agent communication as a research topic. Unf- tunately there seems to be a tendency to regard communication as a kind of information exchange that can easily be covered using the standard FIPA ACL. However, the papers in this volume show that research in agent communication is far from ?nished. If we want to develop the full potential of multi-agent s- tems, agent communication should also develop to a level beyond parameter or value passing as is done in OO approaches! In this book we present the latest collection of papers around the topic of agentcommunication.Thecollectioncomprisesofthebestpapersfromtheagent communication workshops of 2005 and 2006, enriched with a few revised agent communication papers from the AAMAS conference.
Africa-Europe Research and Innovation Cooperation : Global Challenges, Bi-regional Responses
Concerned with the evolution and achievements of cooperation in research and innovation between Africa and Europe, and points to the need for more diversified funding and finance mechanisms, and for novel models of collaboration to attract new actors and innovative ideas. It reflects on the political, economic, diplomatic and scientific rationale for cooperation, while also examining practical developments, illustrated with examples, in the fields of food security, health, and climate change. The need to mobilise scientific knowledge and to ensure equality and fairness in the cooperation are recurrent themes. Advanced environments, tools, and applications for cluster computing ; NATO Advanced Research Workshop, IWCC 2001, Mangalia, Romania, September 1-6, 2001. Revised Papers
Started by small group of well known scientists with the aim of sharing knowledge, experiences, and results on all aspects of cluster computing, the initiative of a workshop on cluster computing received more attention after IFIP WG 10.3 and IEEE Romania Section accepted our request for sponsorship. Moreover, the application for a NATO ARW grant was successful, leading to a greater interest in the workshop. In this respect, we have to say that we chose Romania in order to attract scientists from Central and Eastern European countries and improve the cooperation in the region, in the field of cluster computing. We had an extremely short time to organize the event, but many people joined us and enthusiastically contributed to the process. The success of the workshop is wholly due to the hard work of the organizing committee, members of the program committee, key speakers, speakers from industry, and authors of accepted papers.

10 Years Southeast European Cooperative Initiative : From Dayton to Brussels
The Southeast European Cooperative Initiative (SECI) was the first international instrument for "peace keeping and peace making". Conceived by the United States with full partnership and participation of the European Union, SECI was a response to the Dayton Agreement. SECI was convinced that sending troops and diplomats did not suffice. It called for a new strategy and approach that would promote economic and social development through regional cooperation. SECI understood that despite their differences, the countries of South East Europe shared many mutual concerns. For the international community, SECI was a prelude to a broader instrument - the Stability Pact for South Eastern Europe, launched in 1999. The approach was a success! This compendium of documents, agreements, analyses and essays gives a glimpse into decision-making processes and results achieved.
