Electronic Government ; 1st International Conference, EGOV 2002, Aix-en-Provence, France, September 2-5, 2002. Proceedings
In defining the state of the art of E-Government, EGOV 2002 was aimed at breaking new ground in the development of innovative solutions in this impor tant field of the emerging Information Society. To promote this aim, the EGOV conference brought together professionals from all over the globe. In order to obtain a rich picture of the state of the art, the subject matter was dealt with in various ways.
Electromagnetics in Biology
In this book, the authors intended to focus their effort on describing (1) biological responses of human and animals, both in vivo and in vitro methodologies, to magnetic and/or electromagnetic field exposure, (2) characteristics of effective fields, (3) hypotheses to explain possible mechanisms of interaction between the fields and cells, and (4) induced current in ELF and induced heat in RF fields as key interaction mechanisms. The 17 chapters of this book grew out of the tutorial lectures given by leading world-class experts at the NATO Advanced Research Workshop “Effects of Space Weather on Technology Infrastructure” - ESPRIT, which was held in Rhodes on March 25-29, 2004. All manuscripts were refereed and subsequently meticulously edited by the editor to ensure the highest quality for this monograph. I owe particular thanks to the lecturers of the ESPRIT Advanced Research Workshop for producing these excellent tutorial reviews, which convey the essential knowledge and the latest advances in our field. Due to the breadth, extensive literature citations and quality of the reviews we expect this publication to serve extremely well as a reference book. Multimedia material referring to individual chapters of the book is accessible on the accompanying CD. The aim of ESPRIT was to assess existing knowledge and identify future actions regarding monitoring, forecasting and mitigation of space weather induced malfunction and damage of vital technological systems operating in space and on the ground.

Using organisational economics theory, the author develops a conceptual framework for analysing the effectiveness and efficiency of public services delivery. In applying the framework to case studies of export support organisations in Germany and the UK , the research establishes the causal links between organisational structures and outputs. Education to Build Back Better : What Can We Learn from Education Reform for a Post-pandemic World
This book examines the implications of the COVID-19 Pandemic for education systems and argues that major education reforms will be necessary, particularly in the Global South, to address the learning loss caused by the pandemic. To inform those reforms, knowledge about the implementation reforms in the Global South is necessary, and such knowledge is seriously lacking as the existing literature on the implementation of educational change focused principally in reforms in countries in the Global North. This book contributes to address this gap by examining five major education reforms in India, Egypt, Taiwan, Vietnam, and Senegal, and by presenting two novel approaches to climate change education using a bottoms up strategy of reform.

Economic Geology of Natural Gas Hydrate
This is the first book that attempts to broadly integrate the most recent knowledge in the fields of hydrate nucleation and growth in permafrost regions and marine sediments. Gas hydrate reactant supply, growth models, and implications for pore fill by natural gas hydrate are discussed for both seawater precursors in marine sediments and for permafrost hydrate. These models for forming hydrate concentrations that will constitute targets for exploration are discussed, along with exploration methods. Thermodynamic models for the controlled conversion of hydrate to natural gas, which can be recovered using conventional industry practices, suggest that a number of different types of hydrate occurrence are likely to be practical sources of hydrate natural gas. Current progress in the various aspects of commercial development of hydrate gas deposits are discussed, along with the principal extractive issues that have yet to be resolved.
