Neural Networks : Computational Models and Applications
Neural Networks: Computational Models and Applications covers a wealth of important theoretical and practical issues in neural networks, including the learning algorithms of feed-forward neural networks, various dynamical properties of recurrent neural networks, winner-take-all networks and their applications in broad manifolds of computational intelligence: pattern recognition, uniform approximation, constrained optimization, NP-hard problems, and image segmentation. By presenting various computational models, this book is developed to provide readers with a quick but insightful understanding of the broad and rapidly growing areas in the neural networks domain. Besides laying down fundamentals on artificial neural networks, this book also studies biologically inspired neural networks. The highly positive response to ICCNMC 2001 and ICCNMC 2003, held in Beijing and Shanghai, respectively, encouraged us to continue this international event. This volume contains the proceedings of the Third International Conference on Network Control and Engineering for Quality of Service, Security and Mobility (Net-Con'2004), celebrated in Palma de Mallorca (Illes Balears, Spain) during November 2-5, 2004. This IFIP TC6 Conference was organized by the Universitat de les Illes Balears and sponsored by the following Working Groups: WG6.2 (Network and Internetwork Architectures), WG6.6 (Management of Networks and Distributed Systems), WG6.7 (Smart Networks) and WG6.8 (Mobile and Wireless Communications). The rapid evolution of the networking industry introduces new exciting challenges that need to be explored by the research community. The adoption of Internet as the global network infrastructure places the issue of quality of service among one of the hot topics nowadays: a huge diversity of applications with quite different service requirements must be supported over a basic core of protocols. Also, the open and uncontrolled nature of Internet enforces the need to guarantee secure transactions among users, thus placing security as another hot topic. Finally, the explosion of mobility and its integration as part of the global infrastructure are probably now the most challenging issues in the networking field.
Net Neutrality or Net Neutering : Should Broadband Internet Services Be Regulated
The subject of this book – whether or not to extend traditional telecommunications regulation to high-speed or "broadband" access to the Internet – is perhaps the most important issue now facing the Federal Communications Commission. The issue is also very contentious, with influential economic interests as well as academics on both sides of the question. Content providers – Microsoft and Amazon, for instance – argue that broadband providers should be treated as common carriers, required to transmit all content in a nondiscriminatory way. The broadband providers – the telephone and cable companies – argue that no bottleneck monopoly exists to justify such regulation and that, if imposed, it would stifle development of the Internet.

Nature-Based Flood Risk Management on Private Land : Disciplinary Perspectives on a Multidisciplinary Challenge
This book addresses the various disciplinary aspects of nature-based solutions in flood risk management on private land. In recent decades, water management has been moving towards nature-based solutions. These are assumed to be much more multi-purpose than traditional “grey infrastructures” and seem to be regarded as a panacea for many environmental issues. At the same time, such measures require more – and mostly privately owned – land and more diverse stakeholder involvement than traditional (grey) engineering approaches. They also present challenges related to different disciplines. Nature-based solutions for flood risk management not only require technical expertise, but also call for interdisciplinary insights from land-use planning, economics, property rights, sociology, landscape planning, ecology, hydrology, agriculture and other disciplines to address the challenges of implementing them. Ultimately, nature-based flood risk management is a multi-disciplinary endeavor.

Nanostructured Materials by High-Pressure Severe Plastic Deformation
Recently, it was reported that nanostructured materials processed under high pressure by HPT and ECAP have an extraordinary combination of both high strength and high ductility, which are two desirable, but rarely co-existing properties. These findings indicate that high-pressure is a critical factor that can be employed to process nanostructured materials with superior mechanical, and possibly also physical, properties. Nanomechanics of Materials and Structures
This book is derived from the proceedings of the International Workshop on Nanomechanics held at Asilomar Conference Grounds in Pacific Grove, California on July 14-17, 2004.
