Knowledge-Based Intelligent Information and Engineering Systems ; Vol. 4251 ; 10th International Conference, KES 2006, Bournemouth, UK, October 9-11 2006, Proceedings, Part I
Delegates and friends, we are very pleased to extend to you the sincerest of welcomes to this, the 10th International Conference on Knowledge Based and Intelligent Information and Engineering Systems at the Bournemouth International Centre in Bournemouth, UK, brought to you by KES International. This is a special KES conference, as it is the 10th in the series, and as such, it represents an occasion for celebration and an opportunity for reflection. The first KES conference was held in 1997 and was organised by the KES conference founder, Lakhmi Jain. In 1997, 1998 and 1999 the KES conferences were held in Adelaide, Australia. In 2000 the conference moved out of Australia to be held in Brighton, UK; in 2001 it was in Osaka, Japan; in 2002, Crema near Milan, Italy; in 2003, Oxford, UK; in 2004, Wellington, New Zealand; and in 2005, Melbourne, Australia. The next two conferences are planned to be in Italy and Croatia. Delegate numbers have grown from about 100 in 1997, to a regular figure in excess of 500. The conference attracts delegates from many different countries, in Europe, Australasia, the Pacific Rim, Asia and the Americas, and may truly be said to be ‘International’.

The 316 revised papers presented were carefully reviewed and selected. The papers present a wealth of original research results from the field of intelligent information processing in the broadest sense; topics covered in the first volume are artificial neural networks and connectionists systems; fuzzy and neuro-fuzzy systems; evolutionary computation; machine learning and classical AI; agent systems; knowledge based and expert systems; intelligent vision and image processing; knowledge management, ontologies, and data mining; Web intelligence, text and multimedia mining and retrieval; and intelligent robotics and control.

The incursion of information and communication technologies (ICT) in health care entails evident bene?ts at the levels of security and efciency that improve not only the quality of life of the patients, but also the quality of the work of the health care professionals and the costs of national health care systems. Leaving research approaches aside, the analysis of ICT in health care shows an evo- tion from the initial interest in representing and storing health care data (i. e. , electronic health care records) to the current interest of having remote access to electronic health care systems, as for example HL7 initiatives or telemedicine. This sometimes imperceptible evolution can be interpreted as a new step of the progress path of health care informatics.
Knowledge for Governance
Focuses on theoretical and empirical intersections between governance, knowledge and space from an interdisciplinary perspective. The contributions elucidate how knowledge is a prerequisite as well as a driver of governance efficacy, and conversely, how governance affects the creation and use of knowledge and innovation in geographical context.

The KDXD 2006 (Knowledge Discovery from XML Documents) workshop is the ?rst international workshop running this year in conjunction with the 10th Pacific-Asia Conference on Knowledge Discovery and Data Mining, PAKDD 2006. The workshop provided an important forum for the dissemination and exchange of new ideas and research related to XML data discovery and retrieval. The eXtensible Markup Language (XML) has become a standard language for data representation and exchange. With the continuous growth in XML data sources,the ability to manage collections of XML documents and discover knowledge from them for decision support becomes increasingly important. Due to the inherent ?exibility ofXML, in both structure and semantics, inferring important knowledge from XML data is faced with new challenges as well as bene?ts. The objective of the workshop was to bring together researchers and practitioners to discuss all aspects of the emerging XML data management challenges.

This book offers a comprehensive study of the prerequisites, effectiveness, and enforcement of exclusive jurisdiction and arbitration agreements in international dispute resolution. It examines whether jurisdiction and arbitration clauses have identical effects in private international law and whether they have been or should be given the same treatment by most countries in the world. The book considers whether the Hague Convention on Choice of Court Agreements could be treated as a litigating counterpart to the New York Convention.
Journeys to a Graveyard : Perceptions of Europe in Classical Russian Travel Writing
Journeys to a Graveyard examines the descriptions provided by eight Russian writers of journeys made to western European countries between 1697 and 1880. The descriptions reveal the mentality and preoccupations of the Russian social and intellectual elites during this period. The travellers' perceptions of western European countries are treated here as an ambivalent response to a civilization with which Russia was belatedly coming into close contact as a result of the imperial ambition of the Russian state and the westernization of the Russian elites. The travellers perceived the most advanced European countries as superior to Russia in terms of material achievement and the maturity and refinement of their cultures, but they also promoted a view of Russia as in other respects superior to the western nations. Heavily influenced from the late eighteenth century by Romanticism and by the rise of nationalism in the west, they tended to depict European civilization as moribund. By this means they managed to define their own emergent nation in a contrastive way as having youth and promising futurity.

The LNCS Journal on Data Semantics is devoted to the presentation of notable work that, in one way or another, addresses research and development on issues related to data semantics. The scope of the journal ranges from theories supporting the formal definition of semantic content to innovative domain-specific applications of semantic knowledge. The journal addresses researchers and advanced practitioners working on the semantic web, interoperability, mobile information services, data warehousing, knowledge representation and reasoning, conceptual database modeling, ontologies, and artificial intelligence.

While the physical appearance of the journal issues is like the books from the we- known Springer LNCS series, the mode of operation is that of a journal. Contributions can be freely submitted by authors and are reviewed by the Editorial Board.
