Financing public universities : The case of performance funding

"Financing Public Universities" addresses newer practices of resource allocation which tie funding to indicators of performance. The gist of these efforts is to raise the quality of institutional systems. Performance-based budgeting and funding of public universities is part of broader efforts to reform public management, and it is being promoted and implemented by various government agencies around the globe. In particular, European universities with their normally strong governmental ties, or higher education systems molded on European universities, are prime targets of such reforms. Performance funding has made its inroads in attempts to grant university systems managerial autonomy: autonomy was to be granted in exchange for funding modes which are tied to the measurement of performance indicators. Unfortunately, performance-based budgeting or funding measures cannot meet the various expectations: they do not raise the quality of teaching or learning; they do not raise research performance; they take back a great deal of managerial autonomy which is commonly judged to be essential for the well being of higher education institutions, in particular research universities; and they act as automata in place of proper governance and management.

Financial Modeling Under Non-Gaussian Distributions

Practitioners and researchers who have handled financial market data know that asset returns do not behave according to the bell-shaped curve, associated with the Gaussian or normal distribution. Indeed, the use of Gaussian models when the asset return distributions are not normal could lead to a wrong choice of portfolio, the underestimation of extreme losses or mispriced derivative products. Consequently, non-Gaussian models and models based on processes with jumps are gaining popularity among financial market practitioners.

The 9th International Conference on Financial Cryptography and Data Security (FC 2005) was held in the Commonwealth of Dominica from February 28 to March 3, 2005. This conference, organized by the International Financial Cryptography Association (IFCA), continues to be the premier international forum for research, exploration, and debate regarding security in the context of finance and commerce. The conference title and scope was expanded this year to cover all aspects of securing transactions and systems. The goal is to build an interdisciplinary meeting, bringing together cryptographers, data-security specialists, business and economy researchers, as well as economists, IT professionals, implementers, and policy makers. We think that this goal was met this year. The conference received 90 submissions and 24 papers were accepted, 22 in the Research track and 2 in the Systems and Applications track. In addition, the conference featured two distinguished invited speakers, Bezalel Gavish and Lynne Coventry, and two interesting panel sessions, one on phishing and the other on economics and information security. Also, for the first time, some of the papers that were judged to be very strong but did not make the final program were selected for special invitation to our Works in Progress (Rump) Session that took place on Wednesday evening.

This volume is a comprehensive guide to the methods and techniques employed in forest carbon inventory and monitoring. Since forest carbon research is interdisciplinary, it is unlikely that any one investigator will possess expertise in all of the types of measurements needed to conduct forest carbon research at scales larger than a forest stand. Techniques used to characterize standing stocks of carbon in a forest, measure key carbon fluxes, and collect related data (such as forest canopy nitrogen concentrations and meteorological measurements) that are required to drive process models, develop predictive relationships, and link to remote sensing data are described in detail. There are still mysterious problems to guide a new generation: Is the solvable closure of the rationals PAC; and do projective Hilbertian fields have pro-free absolute Galois group (includes Shafarevich's conjecture)?

Fetus abnormalities relating drug

Drugs use in pregnancy remains a major public health problem. Fetal teratogenicity results from the effect of these substances during fetal development, particularly when used in combination. Approximately 3-5% of live births are complicated by a birth defect each year totaling around 120,000 babies. Additionally, more women taking any kind of medication has more than doubled in the last 30 years. Current evidence suggests that between 65%-94 % of women take at least one prescription drug during pregnancy. Nearly 70% of women are taking a medication in the first trimester during organogenesis. On average, women are taking 3 medications in pregnancy with over 50% of women using four or more. This includes over the counter medications and herbal supplements. During pregnancy, drugs are often required to treat certain disorders.

Solid-state systems are frequently classi?ed according to their physical, str- tural or chemical properties. Such schemes are extremely helpful since pr- erties related to any such classi?cation are typically known and facilitate id- tifying solids with special material classes. The best-known examples of these schemes are conductivity or resistivity measurements by means of which m- als are easily distinguishable from insulators. However, frequently clear-cut decisions between material classes are not possible, since anisotropy, chemical composition, binding forces and local effects wash out distinct properties and lead to competition or coexistence. Such unresolved situations are especially typical for transition metal oxides that exhibit a variety of ground-state properties in a fascinating way.

Femtosecond laser spectroscopy

Fatigue Science for Human Health

Fatigue is quite a familiar sensation, one that everyone is likely to have experienced. Its molecular and neural mechanisms have not yet been elucidated, however, probably because of the complicated nature of its causes. To provide a broad forum for discussion, the International Conference on Fatigue Science was organized, the first being held in 2002 in Sandhamn, Sweden, and the second in 2005 in Karuizawa, Japan. Subsequently it was decided that the papers presented at the two conferences should be collected and incorporated in this pioneering work, Fatigue Science for Human Health. The book summarizes fatigue researchers' achievements, explains the status of the research on fatigue, and presents perspectives on remedies for chronic fatigue and chronic fatigue syndrome.
