The 16th International Workshop on Implementation and Application of Fu- tional Languages (IFL 2004) was held in Lub ¨ eck, Germany, September 8–10, 2004. It was jointly organized by the Institute of Computer Science and Applied Mathematics of the University of Kiel and the Institute of Software Technology and Programming Languages of the University of Lub ¨ eck. IFL 2004 was the sixteenth event in the annual series of IFL workshops. The aim of the workshop series is to bring together researchers actively engaged in the implementation and application of functional and function-based progr- ming languages. It provides an open forum for researchers who wish to present and discuss new ideas and concepts, work in progress, preliminary results, etc., related primarily, but not exclusively, to the implementation and application of functional languages. Topics of interest cover a wide range from theoretical - pects over language design and implementation towards applications and tool support.
Immigration Policy and the Labor Market : The German Experience and Lessons for Europe
German and European immigration policies have only recently begun to cope with the inevitable: growing labor demand in the face of high unemployment and a shrinking labor force due to demographic change. Despite the implementation of Germany's first immigration act and several European initiatives towards legal harmonization at the EU level, an actively controlling immigration policy, which would be needed to master the challenges ahead, is not yet in sight. Against this background, the book draws conclusions from the German history of immigration policy. It analyzes the country's future demand for immigration and develops an economic model for the effective selection and integration of labor migrants that could provide the foundation for a joint European immigration strategy.

Hypoelliptic estimates and spectral theory for Fokker-Planck operators and witten Laplacians
There has recently been a renewal of interest in Fokker-Planck operators, motivated by problems in statistical physics, in kinetic equations and differential geometry. Compared to more standard problems in the spectral theory of partial differential operators, those operators are not self-adjoint and only hypoelliptic. The aim of the analysis is to give, as generally as possible, an accurate qualitative and quantitative description of the exponential return to the thermodynamical equilibrium. While exploring and improving recent results in this direction this volume proposes a review of known techniques on: the hypoellipticity of polynomial of vector fields and its global counterpart; the global Weyl-Hörmander pseudo-differential calculus, the spectral theory of non-self-adjoint operators, the semi-classical analysis of Schrödinger-type operators.

This is the joint post-proceedings of the 6th International Symposium on High Performance Computing (ISHPC-VI) and the First International Workshop on Advanced Low Power Systems 2006 (ALPS2006). The post-proceedings also contain the papers presented at the Second HPF International Workshop: - periences and Progress (HiWEP2005) and the Workshop on Applications for PetaFLOPS Computing (APC2005), which are workshops of ISHPC-VI. ISHPC-VI, HiWEP2005 and APC2005 were held in Nara, Japan during September 7–9, 2005. Fifty-eight papers from 11 countries were submitted to ISHPC-VI. After the reviews of the submitted papers, the ISHPC-VI Program Committee selected 15 regular (12-page) papers for oral presentation. In ad- tion, several other papers with favorable reviews were recommended for poster presentation, and 14 short (8-page) papers were also selected.

Both ?elds deal with objects de?ned by algebraic equations, but the objects are studied in different ways. While algebraic geometry has developed impressive - sults for understanding the theoretical nature of these objects, geometric modeling focuses on practical applications of virtual shapes de?ned by algebraic equations. Recently, however, interaction between the two ?elds has stimulated new research. For instance, algorithms for solving intersection problems have bene?ted from c- tributions from the algebraic side.
