Fighting Terror Online : The Convergence of Security, Technology, and the Law

This book presents the position that the online environment is a significant and relevant theater of activity in the fight against terror, and will identify the threats, the security needs, and the issues that are unique to this environment. We examine whether the unique characteristics of this environment require new legal solutions, or whether existing solutions are sufficient. Three areas of online activity are identified that require reexamination: security, monitoring, and propaganda. For each of these, we will indicate the issues, examine existing legal arrangements, and offer guidelines for formulating legal policy. There is a demonstrated need to relate to the digital environment as a battlefront, map the new security threats.

Field Arithmetic ; 3rd ed.

Field Arithmetic explores Diophantine fields through their absolute Galois groups. This largely self-contained treatment starts with techniques from algebraic geometry, number theory, and profinite groups. Graduate students can effectively learn generalizations of finite field ideas. We use Haar measure on the absolute Galois group to replace counting arguments. New Chebotarev density variants interpret diophantine properties. Here we have the only complete treatment of Galois stratifications, used by Denef and Loeser, et al, to study Chow motives of Diophantine statements.

Now we know they include valuable Galois extensions of the rationals that present its absolute Galois group through known groups. PAC fields have projective absolute Galois group. Those that are Hilbertian are characterized by this group being pro-free. These last decade results are tools for studying fields by their relation to those with projective absolute group. There are still mysterious problems to guide a new generation: Is the solvable closure of the rationals PAC; and do projective Hilbertian fields have pro-free absolute Galois group (includes Shafarevich's conjecture)?

Farewell to the Party Model? : Independent Local Lists in East and West European Countries

Local independent lists are a general phenomenon on the local level in many European countries – in established Western countries as well as in new democracies in Middle and Eastern Europe. The research is linked to the much-discussed phenomenon of the growing disenchantment with political parties and the sceptical evaluation of political parties on the local level. The edited book aims first at developing a theoretical and conceptual framework for these non-partisan lists. Second, the contributions describe and analyse for the first time comparatively presence, success, organisational structure, behaviour and performance of these local actors in twelve West and East European countries.

Family-Oriented Primary Care

I was a Medical Student in 1966 when the Millis Report on the training of the generalist physician was published,de?ning the concept of primary care. According to the Report, the primary provider has four major responsib- ities or roles. The ?rst role is that of initial contact care of the undiffer- tiated patient. The second is to provide comprehensive care based on the belief that the primary provider should be able to manage the overwhe- ing majority of problems with which patients present. Equally important is the third role—continuity and coordination of care within the health care system. Finally, the primary provider is responsible for demonstrating le- ership in the community. This Report’s description of a primary provider seems as relevant today as it was when it was written. In 1994,the Institute of Medicine’s assessment of primary care added the responsibility of family and community integration of care to the Millis Report description. Without question there are many challenges to a contemporary imp- mentation of this comprehensive description of primary care, beginning with the level of individual patients who so often suffer from complex pr- lems, such as mental disorders and obesity. Treating these conditions in a brief primary care visit is dif?cult. At the level of the larger system, re- bursement is often inadequate and can represent policies that are uns- portive of primary care, such as those that compromise payment for preventive services that help patients to quit smoking or lose weight.

Failure rate modelling for reliability and risk

Failure Rate Modelling for Reliability and Risk focuses on reliability theory and, specifically, on the failure rate (the hazard rate, the force of mortality) modelling and its generalizations, on systems operating in a random environment and on repairable systems. The failure rate is one of the crucial probabilistic characteristics for a number of disciplines; including reliability, survival analysis, risk analysis and demography.

Extreme Events in Nature and Society

Significant, and usually unwelcome, surprises, such as floods, financial crisis, epileptic seizures, or material rupture, are the topics of Extreme Events in Nature and Society. The book, authored by foremost experts in these fields, reveals unifying and distinguishing features of extreme events, including problems of understanding and modelling their origin, spatial and temporal extension, and potential impact. The chapters converge towards the difficult problem of anticipation: forecasting the event and proposing measures to moderate or prevent it. Extreme Events in Nature and Society will interest not only specialists, but also the general reader eager to learn how the multifaceted field of extreme events can be viewed as a coherent whole.

Extensionalism : The Revolution in Logic

This vivid and thought-provoking book by the Israeli logician Nimrod Bar-Am impels one to rethink the place of logic in Western thought. It shows that the history of logic from Aristotle to Tarski is the history of the gradual undoing of the classic conflation of logic and empirical science. It sets tomorrow’s agenda for philosophers and historians of logic and scientific method by taking as its starting point the mere fact that, curiously, ancient logic is not as formal as current literature presents it. Rather, as Bar-Am explains, modern formal logic became possible only after a series of bold criticisms of the magnificent Aristotelian system. These criticisms begin with David Hume’s declaration that logic does not sanction induction, follow on with Kant’s view of logic as an extremely limited system, and culminating with Booles’ introduction of logic as an extensional system, and Russell’s solution to his own paradox.

Exponentially Dichotomous Operators and Applications

In this monograph the natural evolution operators of autonomous first-order differential equations with exponential dichotomy on an arbitrary Banach space are studied in detail. Characterizations of these so-called exponentially dichotomous operators in terms of their resolvents and additive and multiplicative perturbation results are given. The general theory of the first three chapters is then followed by applications to Wiener-Hopf factorization and Riccati equations, transport equations, diffusion equations of indefinite Sturm-Liouville type, noncausal infinite-dimensional linear continuous-time systems, and functional differential equations of mixed type.
