This volume collects the papers presented at the 10th International Conference on Database Theory, ICDT 2005, held during January 5–7, 2005, in Edinburgh, UK. ICDT (http://alpha.luc.ac.be/~lucp1080/icdt/) has now a long tra- tion of international conferences, providing a biennial scienti?c forum for the communication of high-quality and innovative research results on theoretical - pects of all forms of database systems and database technology. The conference usually takes place in Europe, and has been held in Rome (1986), Bruges (1988), Paris (1990), Berlin (1992), Prague (1995), Delphi (1997), Jerusalem (1999), London (2001), and Siena (2003) so far. ICDT has merged with the Sym- sium on Mathematical Fundamentals of Database Systems (MFDBS), initiated in Dresden in 1987, and continued in Visegrad in 1989 and Rostock in 1991. ICDT had a two-stage submission process. First, 103 abstracts were subm- ted, which were followed a week later by 84 paper submissions. From these 84 submissions, the ICDT Program Committee selected 24 papers for presentation at the conference. Most of these papers were “extended abstracts” and preli- nary reports on work in progress. It is anticipated that most of these papers will appear in a more polished form in scienti?c journals.
Cybersecurity in Poland : Legal Aspects
This book explores the legal aspects of cybersecurity in Poland. The authors are not limited to the framework created by the NCSA (National Cybersecurity System Act – this act was the first attempt to create a legal regulation of cybersecurity and, in addition, has implemented the provisions of the NIS Directive) but may discuss a number of other issues. The book presents international and EU regulations in the field of cybersecurity and issues pertinent to combating cybercrime and cyberterrorism. Moreover, regulations concerning cybercrime in a few select European countries are presented in addition to the problem of collision of state actions in ensuring cybersecurity and human rights.

Cross Regional Trade Agreements : Understanding Permeated Regionalism in East Asia
An unacknowledged key feature of East Asian FTA diplomacy is the region's active cross-regional preferential trading relations. In sharp contrast to the Americas and Europe, where cross-regional initiatives gained strength after the consolidation of regional trade integration, East Asian governments negotiate trade deals with partners outside of their region at an early stage in their FTA policies. The book asks three main questions: Are there regional factors in East Asia encouraging countries to explore cross-regionalism early on? What are the most important criteria behind the cross-regional partner selection? How do cross-regional FTSs (CRTAs) influence their intra-regional trade initiatives? Through detailed country case studies from China, Japan, South Korea, Singapore, Thailand and Malaysia, we show the ways in which these governments seek to leverage their CRTAs in the pursuit of intra-regional trade integration objectives, a process that yields a much more permeated regionalism.

Crisis and Reflection : An Essay on Husserl's Crisis of the European Sciences
In his last work, "Crisis of the European Sciences and Transcendental Phenomenology", Edmund Husserl formulated a radical new approach to phenomenological philosophy. Counteracting Urban Heat Island Effects in a Global Climate Change Scenario

Recently the phenomenon has been enforced by the tendency to climate change and in particular by extreme climate events. The theme “Build and Conquer” : software development is an engineering discipline, and not an artistic expression. Once we are ready to “build” our software systems using pieces previously builtin (similar to any other technology manufacturer), we will be able to “conquer” the software engineering process. If we take a look at other engineering disciplines such as car manufacturing, house appliances or aeronautics, we see that the final products are built through the integration of multiprovider commercial components. These components are successfully integrated and constitute an important part of the final product. Most software-related organizations still build software from scratch, omitting thousands of ready-built commercially available software components that could be used very effectively during the development phase. This year ICCBSS moves to Europe for the first time since the first conference took place in Orlando, FL, USA in 2002. The conference scope has enlarged over the years to include the Open Source community and Web Services technologies. so many of the characteristics of COTS are also applied to Open Source and Web Services.
Costs of air pollution control : Analyses of emission control options for ozone abatement strategies
This work derives strategies for developing useful EU policies aimed at the control of air pollutants in Europe, especially ground-level ozone. The author starts with the air-pollution status quo in the late 1990s, placing further impacts of photooxidant concentrations into perspective. Emission sources are then analysed in detail, and a likely scenario for a business-as-usual development in emissions is proposed. From the cost-benefit perspective, it is shown that a holistic, integrated evaluation of all air pollutants and their effects results in a full accounting that reflects synergies and hidden benefits. The modelling scheme identifies emission targets needed to achieve compliance with EU thresholds, and calculations reveal the need to review established ozone thresholds and emission limits, even after discounting the positive effects of including central and eastern European nations.
