Reports of natural disasters fill the media with regularity. Places in the world are affected by natural disaster events every day. Such events include earthquakes, cyclones, tsunamis, wildfires – the list could go on for considerable length. In the 1990s there was a concentrated focus on natural disaster information and mitigation during the International Decade for Natural Disasters Reduction (IDNDR). The program included 35 papers covering important aspects of information security technologies. The papers were selected from 133 submissions through a two-stage anonymous review process. Each paper received at least three reviews by members of the Program Committee, and was then scrutinized by the whole committee during a two-week discussion.

The Hilbert-Huang Transform ((HHT) is a recently developed technique which is used to analyze nonstationary data. Hydrologic and environmental series are, in the main, analyzed by using techniques which were developed for stationary data. This has led to problems of interpretation of the results. Environmental and hydrologic series are quite often nonstationary. The basic objective of the material discussed in this book is to analyze these data by using methods based on the Hilbert-Huang transform. These results are compared to the results from the traditional methods such as those based on Fourier transform and other classical statistical tests.
