Over the years, PATMOS has evolved into an important European event, where - searchers from both industry and academia discuss and investigate the emerging ch- lenges in future and contemporary applications, design methodologies, and tools - quired for the developmentof upcominggenerationsof integrated circuits and systems. The technical program of PATMOS 2005 contained state-of-the-art technical contri- tions, three invited talks, a special session on hearing-aid design, and an embedded - torial. The technical program focused on timing, performance and power consumption, as well as architectural aspects with particular emphasis on modeling, design, char- terization, analysis and optimization in the nanometer era. The Technical Program Committee, with the assistance of additional expert revi- ers, selected the 74 papers to be presented at PATMOS. The papers were divided into 11 technical sessions and 3 poster sessions. As is always the case with the PATMOS workshops, the review process was anonymous, full papers were required, and several reviews were carried out per paper. Beyond the presentations of the papers, the PATMOS technical program was - riched by a series of speeches offered by world class experts, on important emerging research issues of industrial relevance. This volume contains the papers selected for presentation at IPCO 2002, the NinthInternationalConferenceonIntegerProgrammingandCombinatorial- timization, Cambridge, MA (USA), May 27–29, 2002. The IPCO series of c- ferences highlights recent developments in theory, computation, and application of integer programming and combinatorial optimization. IPCO was established in 1988 when the ?rst IPCO program committee was formed. IPCO is held every year in which no International Symposium on Ma- ematical Programming (ISMP) takes places. The ISMP is triennial, so IPCO conferences are held twice in every three-year period. The eight previous IPCO conferences were held in Waterloo (Canada) 1990, Pittsburgh (USA) 1992, Erice (Italy) 1993, Copenhagen (Denmark) 1995, Vancouver (Canada) 1996, Houston (USA) 1998, Graz (Austria) 1999, and Utrecht (The Netherlands) 2001. In response to the call for papers for IPCO 2002, the program committee received 110 submissions, a record number for IPCO. The program committee met on January 7 and 8, 2002, in Aussois (France), and selected 33 papers for inclusion in the scienti?c program of IPCO 2002. The selection was based on originality and quality, and re?ects many of the current directions in integer programming and combinatorial optimization research.

High-Velocity Clouds
On the occasion of the retirement of Ulrich Schwarz, a symposium was held in Groningen in May of 1996, celebrating his contributions to the study of the int- stellar medium, including his work on the high-velocity clouds. The coming together of many specialists in the latter ?eld prompted the idea of compiling a book c- taining their contributions, and summarizing the status of our understanding of the high-velocity cloud phenomenon. This seemed especially worthwhile at the time, since many exciting developments were taking place. After the discovery of some H i clouds with high velocities, about 40 years ago, the subject had been dominated by 21-cm observations of H i emission. Starting in the mid-1980s much progress was being made because of the availability of new instruments, such as large ground-based optical telescopes and UV observatories in space. The connections between the work on high-velocity clouds and other studies of the properties of the (hot) interstellar medium also became clearer.
High dilution effects : Physical and biochemical basis

An overview of the methods for preparing drugs at ultra high dilution is also provided as well as the basic principles of homeopathy, (Chapter I).
