Extreme Weather Events and Public Health Responses
In February 2004, the WHO Regional Office for Europe and the European Environment Agency organized an expert meeting to exchange information and develop recommendations on public health and environmental responses to weather and climate extremes, floods, heat-waves and cold spells. The meeting was kindly hosted by the Ministry of Health of Slovakia. The meeting recommendations were adopted at the Fourth Ministerial Conference on Environment and Health, Budapest, Hungary, 2004.

Experimenting with Dynamic Macromodels : Growth and Cycles
This book presents a macroeconomic dynamic model à la Solow-Swan, including the market for labour, in a discrete time structure. Labour supply is modelled as a reversed S curve (derived in the appendix). The models are expanded to include expenditure on R&D (thus endogenous technical progress), and public expenditure on infrastructures. For each of the three models, numerical simulations are implemented in MAPLE, and the results are shown in time series figures, which make it easy to detect that even small changes in the parameters produce responses in the time behaviour of the main variables: from steady growth, to regular cycles, to chaotic-like time paths. The simulations show that cycles do not promote material welfare, as measured by total undiscounted consumption along the time horizon, and that the comparative action of R&D versus public expenditure is strictly linked to the values assigned to the parameters.
Expanding Horizons in Bioethics
What are the resources and needs, the strengths and the vulnerabilities of patients, of society, or of nature? How do we evaluate the societal potential of scientific discovery? It is fairly well assured that we are influencing the terms of existence of many inhabitants of this planet, from flora to fauna to humans. Moreover, history has shown that while technologies can be used neutrally, they can be (and have been) used to the great benefit – or the great detriment – of human life and the fate of the world as a whole. How various types of knowledge and technological ability will be deployed is up to us, individually and collectively. How such information and ability should be deployed, and for what reasons, are questions at the core of bioethical inquiry. These are the "expanding horizons in bioethics" to which this volume refers. This volume is comprised of fourteen essays. In practice, however, science is no less susceptible to fads, culture shifts, and pendulum swings than any other realm of human endeavor. This is an especially important feature of science to keep in mind in the present climate of shrinking government funding (at least in prop- tion to the demand) and the resulting susceptibility of individual scientists and entire disciplines to being influenced by the changing priorities of funding agencies (even if, as such agencies maintain, those priorities come ultimately “from the c- munity”). Neurological diseases such as stroke, head trauma, Alzheimer's disease pose a public health problem. They affect all ages, from children to the elderly. They affect the possibilities of autonomy in daily life, the possibilities of social or professional integration. In these pathologies, neuropsychological disorders: disorders of language, memory, attention, etc., are the source of crucial difficulties. Cognitive tests performed by psychologists are essential for their diagnosis, but do not on their own make it possible to prejudge the difficulties encountered by people in their everyday life. This book presents an original approach to neuropsychological disorders, by describing specific assessments describing difficulties in daily life, in order to better understand them and to quantify their impact. The second part of the book develops the consequences in clinical practice in particular populations - children and the elderly - or the social objective of the evaluation, in particular school integration, professional integration and driving. Finally, the relevance of these assessments in the context of recent laws on disabled people as well as the development of compensation for bodily injury after an accident are also discussed.
