Financing public universities : The case of performance funding
"Financing Public Universities" addresses newer practices of resource allocation which tie funding to indicators of performance. The gist of these efforts is to raise the quality of institutional systems. Performance-based budgeting and funding of public universities is part of broader efforts to reform public management, and it is being promoted and implemented by various government agencies around the globe. In particular, European universities with their normally strong governmental ties, or higher education systems molded on European universities, are prime targets of such reforms. Performance funding has made its inroads in attempts to grant university systems managerial autonomy: autonomy was to be granted in exchange for funding modes which are tied to the measurement of performance indicators. Unfortunately, performance-based budgeting or funding measures cannot meet the various expectations: they do not raise the quality of teaching or learning; they do not raise research performance; they take back a great deal of managerial autonomy which is commonly judged to be essential for the well being of higher education institutions, in particular research universities; and they act as automata in place of proper governance and management.
Financial Privacy : An International Comparison of Credit Reporting Systems
This book provides the first in-depth analysis of the economics and regulation of financial privacy. It is an international comparison of credit reporting systems in the United States and in European countries. On the theoretical level the book explains competition in information markets, especially in markets for goods made of highly personal and sensitive information. It reviews the microeconomics of information and privacy and discusses the economic incentives to disclose or to conceal information. The book also focuses on the institutions of credit reporting, the history of credit reporting agencies and the regulation of privacy and credit reporting on both sides of the Atlantic as well as internationally. Finally, on the empirical level, it reviews the microeconomic and potential macroeconomic effects of credit reporting in the credit markets of countries around the world.
Financial crisis management and democracy : Lessons from Europe and Latin America

Farewell to the Party Model? : Independent Local Lists in East and West European Countries
Local independent lists are a general phenomenon on the local level in many European countries – in established Western countries as well as in new democracies in Middle and Eastern Europe. The research is linked to the much-discussed phenomenon of the growing disenchantment with political parties and the sceptical evaluation of political parties on the local level. The edited book aims first at developing a theoretical and conceptual framework for these non-partisan lists. Second, the contributions describe and analyse for the first time comparatively presence, success, organisational structure, behaviour and performance of these local actors in twelve West and East European countries.
Fairness in criminal appeal : A critical and interdisciplinary analysis of the ECtHR case-law
Addresses the European Court of Human Rights fairness standards in criminal appeal, filling a gap in this less researched area of studies. Based on a fair trial immediacy requirement, the Court has found several violations of Article 6 of the European Convention on Human Rights at the appellate level by at least eighteen States of the Council of Europe in a vast array of cases, particularly in contexts of first instance acquittals overturning and of sentences increasing on appeal. On the one hand, the book critically engages this case-law with the law revisions it has recently inspired in European countries, as well as with the critiques and difficulties that it continues to raise.

Extreme Weather Events and Public Health Responses
In February 2004, the WHO Regional Office for Europe and the European Environment Agency organized an expert meeting to exchange information and develop recommendations on public health and environmental responses to weather and climate extremes, floods, heat-waves and cold spells. The meeting was kindly hosted by the Ministry of Health of Slovakia. The meeting recommendations were adopted at the Fourth Ministerial Conference on Environment and Health, Budapest, Hungary, 2004.
Extracting Methods of Essential laurel oil and Fixed oil, Their effects on bacteria
Laurus nobilis is an evergreen plant belonging to the Lauraceae family, native to Southern Europe and the Mediterranean area. This is the report on the composition and bioactivity of laurel essential oil (EO) from leaves and extraction essential oil by two solvents (water and ethanol 69%) using by two devices (Clevenger and evaporator) then we apply the effect of oil and extract on the bacteria. there are some differences between the extraction by water and ethanol . The antibacterial properties of laurel EOs were examined according to the agar well diffusion method The leaf EO showed antibacterial activities against almost all strains of the microorganisms tested, whereas the twig EO was only able to inhibit Staphylococcus aurous and Escherichia coli were the bacterial strains that showed the highest resistance to the laurel EO. The results can benefit the EO industry and bio pesticide development.

Executing magic in the modern era : Criminal bodies and the Gallows in popular medicine
This book explores the magical and medical history of executions from the eighteenth to the early twentieth century by looking at the afterlife potency of criminal corpses, the healing activities of the executioner, and the magic of the gallows site. The use of corpses in medicine and magic has been recorded back into antiquity. The lacerated bodies of Roman gladiators were used as a source of curative blood, for instance. In early modern Europe, a great trade opened up in ancient Egyptian mummies and the fat of executed criminals, plundered as medicinal cure-alls. Exchange traded funds : Structure, regulation and application of a new fund class
