Local Elites, Political Capital and Democratic Development : Governing Leaders in Seven European Countries
This book helps to understand in which ways local governing elites are important for the success or failure of national democratic development. Although we know a great deal about the general importance of civil society and social capital for the development of sustainable democracy, we still know little about what specific local governing qualities or political capital that interact with democratic development. The collected data covers time series of surveys from between 15 to 30 political and administrative leaders in over a hundred middle-sized European and Eurasian cities. The study takes us across the 1980s and 1990s, going from cities in Sweden and the Netherlands - through the Baltic cities - to the cities of Belarus and Russia.
Lattice Boltzmann Modeling : An Introduction for Geoscientists and Engineers
Lattice Boltzmann models have a remarkable ability to simulate single- and multi-phase fluids and transport processes within them. A rich variety of behaviors, including higher Reynolds numbers flows, phase separation, evaporation, condensation, cavitation, buoyancy, and interactions with surfaces can readily be simulated. This book provides a basic introduction that emphasizes intuition and simplistic conceptualization of processes. It avoids the more difficult mathematics that underlies LB models. Journeys to a Graveyard : Perceptions of Europe in Classical Russian Travel Writing
Journeys to a Graveyard examines the descriptions provided by eight Russian writers of journeys made to western European countries between 1697 and 1880. The descriptions reveal the mentality and preoccupations of the Russian social and intellectual elites during this period. The travellers' perceptions of western European countries are treated here as an ambivalent response to a civilization with which Russia was belatedly coming into close contact as a result of the imperial ambition of the Russian state and the westernization of the Russian elites. The travellers perceived the most advanced European countries as superior to Russia in terms of material achievement and the maturity and refinement of their cultures, but they also promoted a view of Russia as in other respects superior to the western nations. Heavily influenced from the late eighteenth century by Romanticism and by the rise of nationalism in the west, they tended to depict European civilization as moribund. By this means they managed to define their own emergent nation in a contrastive way as having youth and promising futurity.
Compulsory Insurance and Compensation for Bunker Oil Pollution Damage
Oil tankers are not the only vessels that have caused oil pollution at sea. Numerous spills in the past have been of heavy fuel oil from non-tankers. However, the international liability and compensation regime covered only oil pollution damage caused by oil tankers. There was thus a need to bring the law on marine oil pollution responsive to oil pollution damage caused by non-tankers. In March 2001, the International Convention on Civil Liability for Bunker Oil Pollution Damage was adopted following a diplomatic conference at the International Maritime Organization. Though this convention has not yet come into force, its various aspects should already be considered as they will surely affect the maritime industry as a whole and the non-tanker sector, in particular. This book provides a timely and comprehensive study on the concept of compulsory insurance, its main purpose of ensuring compensation and its interrelations with other features such as the rule of strict liability and the limitation of liability under the convention.
Comparative and Global Pedagogies : Equity, Access and Democracy in Education
This book critically examines equality, equity and democracy in education, globally as well as from various perspectives. Globally, there are increasing arguments both for the democratization of education and for the use of education to promote a democratic society. Claiming no li- age between the publication of our book and the temperature record, yet this record demonstrates the trend of increase in the global surface temperatures during thepast20years,reinforcedbyevidenceofriseofatmosphere’sand oceans’ temperatures, and increased melting of ice and snow in the arctic and antarctic regions as well as on mountain tops. All these observations are par- leled by the increase in the quantity of heat trapping gases in the atmosphere, causing most probably, the global greenhouse effect. In order to try and predict, what might be the impact of this effect on the on the natural and human environments of the Near East, (Figs. 1–1d) the authors adopted the saying that the past is the key for the future. The practical conclusion of this principle says that the acquiring knowledge of the impact of past climate changes on the nature and human societies, may allow conclusions with regard to future possible impact of climate changes. By correlating proxy data of all types, paleo-sea and lake levels, paleo-hydrology, pollen pro?les, environmental isotopes as well as archaeological and historical documents, the authors tried to collect as much as possible of this knowledge.

Bioactive Molecules and Medicinal Plants
Use of medicinal plants is as old as human civilization and continuous efforts are being made to improve medicinal plants or produce their products in high amounts through various technologies. About 200,000 natural products of plant origin are known and many more are being identifed from higher plants and microorganisms. Some plant-based drugs have been used for centuries and there is no alternative medicine for many drugs, such as cardiac glycosides. However, natural products research was sidelined to pave the way for com- natorial chemistry, which was expected to produce large numbers of synthetic compounds for high-throughput screening (HTS). This line of work has failed to deliver desirable results. Moreover, it is not possible for all pharmaceutical companies and institutions to adopt costly HTS technology. Therefore, medi- nal plants and their bioactive molecules are always in demand and are a central point of research. While planning this book, we endeavored to incorporate - ticles that cover the entire gamut of current medicinal plants research.

Analyzing uncertainty in civil engineering
This volume addresses the issue of uncertainty in civil engineering from design to construction. Failures do occur in practice. Attributing them to a residual system risk or a faulty execution of the project does not properly cover the range of causes. A closer scrutiny of the adopted design, the engineering model, the data, the soil-construction-interaction and the model assumptions is required. Usually, the uncertainties in initial and boundary conditions are abundant. Current engineering practice often leaves these issues aside, despite the fact that new scientific tools have been developed in the past decades that allow a rational description of uncertainties of all kinds, from model uncertainty to data uncertainty. It is the aim of this volume to have a critical look at current engineering risk concepts in order to raise awareness of uncertainty in numerical computations, shortcomings of a strictly probabilistic safety concept, geotechnical models of failure mechanisms and their implications for construction management, execution, and the juristic question of responsibility.
