Resolution 266

Council of Higher Education:

Based on:
Universities regulating law number 6-2006 and its modifications,
Decree 250-2006 on executive list of universities regulation law and its modifications,
Council of Higher Education in its fifth session 2017/2018 held on 22 February 2018,

Decides:
1. Registration shall be carried out after admission in universities and institutes for the first time by the concerned person, or one of the relatives (Father, mother, grandfather, grandmother, brother, sister, husband or wife) by written authorization signed by the person involved, or by the authorized person according to a power of attorney.
2. A. Change of record shall be filed by the concerned person or by the authorized one.
B. Freezing application shall by filed by concerned person, or one of the relatives (Father, mother, grandfather, grandmother, brother, sister, husband or wife) by written authorization signed by the person involved, or by the authorized person according to a power of attorney.
3. A. A university shall issue registration document for military service postponement if the concerned person has a regular status at that university. If that person has exhausted opportunities, they may receive a document showing a record of their status.
B. Military postponement document shall be handed to the concerned person, or one of the relatives (Father, mother, grandfather, grandmother, brother, sister, husband or wife) by written authorization signed by the person involved, or by the authorized person according to a power of attorney.
4. A. Graduation transcript or Certificate shall be given exclusively to the concerned person or the authorized person under a power of attorney.
B. Grades transcript, university life statement, financial clearance shall be given to the concerned person, or one of the relatives (Father, mother, grandfather, grandmother, brother, sister, husband or wife) by written authorization signed by the person involved, or by the authorized person according to a power of attorney.
C. University documents shall be certified by the concerned person, or one of the relatives (Father, mother, grandfather, grandmother, brother, sister, husband or wife) by written authorization signed by the person involved, or by the authorized person according to a power of attorney.

5. Another person may donated blood on behalf of a student who is abroad with a proof showing that person is abroad. Exemption document is also accepted for the substitute ( the one who completes the processing of university documents for the above mentioned cases according to the specific conditions for each).

6. This resolutios shall be informed to whoever shall execute.
