The main objective of the study is to make a comparison between the new State Council Law and the abolished State Council Law, and to clarify the most important updated amendments introduced by the new law, in addition to the complementary and subsidiary objectives, which are:

1. Clarifying the legal status of the Council, its structure, and its competencies in accordance with the new law, after abolishing the Council’s affiliation with the Presidency of the Council of the Council of Ministers and transforming it into an independent body.

2. Clarification of the amendments made to its judicial and advisory department in terms of internal structure and terms of reference.
