There is a legislative vacuum in the Arab and comparative legal systems represented in the absence of legislation regulating the work of smart robots at a time when the existing legislation is no longer able to absorb all the legal problems resulting from the presence of the robot alongside humans on the face of the earth and in its skies. the policy of criminalization and punishment at the international and local levels With its rules and provisions that may stand incapable in the face of a crime committed or contributed to by a robot by its own decision, which necessitates penal accountability and digression to inflict punishment on it, which calls for creating new texts or at least employing existing texts to serve the requirements of justice in a way that takes into account the special nature of the robot which combines human and non-human traits.
